Tsu Koon's KPIs... or KPIs for Tsu Koon?
Can you imagine having Dr Koh Tsu Koon lord over Umno's Muhyiddin Yassin or MCA's Ong Tee Keat in and outside Najib's Cabinet? Will they kow-tow to a political reject of GE2008 who came into the Cabinet via a 'backdoor listing'?
Gerakan leaders near (Penang) and afar (KL) think he can, and lauded by calling him "Super Minister" as the performance of all 28 ministries -- and ministers and their deputies -- come under his surveillance and dog-watching. Sinchew and Guang Ming Daily have the stories on April 12.

On the euphoria of his resurrection, Tsu Koon announced that all the ministers have been given one month to come up with their job scope and Key Performance Indicators (KPI).
Obviously, Tsu Koon has some early detractors who want opaqueness rather than transparency in appraising the achieved targets under his KPIs for his peers.
Early detractors
In a quick response, MCA's Ong Tee Keat said his party will set up its own special committee to monitor the performance and efficiency of its four ministers and seven deputy ministers. He added that a report card would be submitted to the party’s central leadership every three months.
Yesterday, Umno No. 2 Muhyiddin Yassin told Mingguan Malaysia that his party will place all 12 Umno ministers under its own scrutiny, somewhat making Tsu Koon's further redundant.
Whereas, Higher Education Minister Mohamed Khaled Nordin was quick to imply that the KPIs to be applied to the ministries should not be made public as it may lead to inaccurate deductions. He told Tsu Koon., albeit obliquely, that the results of the KPI are to assist the Government to measure and monitor its performance. “That is an administrative matter. It’s not to be exposed,” Khaled said.
Meanwhile, Umno papers alluded Senator Tsu Koon as Najib's head prefect, and readers have some opinion about this self-appraised role: If Tsu Koon should set the KPIs for the 28 ministers and 40 deputies, who sets his as if Najib has given him a carte blanche to act?
'Backdoor listing'
Meanwhile, on April 10, Kwong Wah Yit Poh unearths news archives to prove that Tsu Koon had decided not to become a minister via a Senatorship appointment, not once but 4 times on March 10, 11, 23 and June 12 last year.
To this, Chun Wai is of the opinion that Tsu Koon was picked up as a minister because he happens to be the president of Gerakan, which was annihilated in Penang during GE2008 and needs resuscitation.
The Star's Group Editor-in-Chief says Tsu Koon would now need to prove that he deserves the appointments as he, too, would be closely watched.
"Koh, for example, cannot to possibility be handling just KPI and unity. His roles need to be better defined," Chun Wai adds.
Furthermore, can Najib deliver his "People First" mantra if the entire Malay-dominated bureaucracy is not put under Tsu Koon's specific KPIs for performance management?
If you remember, after GE2004, Abdullah Ahmad Badawi also announced with great valour that he would insist on report cards for his ministers and elected representatives, besides speaking about KPIs for senior civil servants and GLC heads.
Till today, has anyone seen any of these Abdullah Badawi report cards?
That's another set of problems for Najib by adding a political reject into his Cabinet. A reality issue indeed.

ON THE OTHER HAND, My KPIs for Tsu Koon ins the coming four years are really simple. Fulfil what Abdullah Badawi promised and failed to deliver to Penang: The Penang Outer Ring Road, and The Monorail, or the equivalent of the budget allocated.
Since Malaysia has to comply with the conditions set by China to start building the Second Penang Bridge, we have a third needy need: The expansion of the Mengkuang Dam in Seberang Prai.
The amount of RM150m budgetted for the 9th Malaysia Plan is barely enough to cover land compensation which bloated to RM170m during the time Tsu Koon was Penang's Chief Minister.
Show us the money and we will KPIs and performance management.

Minister KPI? It sounds good, looks good, feels good.
But honestly, how many Malaysia understand what is the roles of a cabinet minister and relevant of KPI .
One big question that Malaysia mass media and most political analysis FAIL to answer so far : Can you QUANTIFY a minister performance using method such as KPI?
I afraid most Malaysian has little idea the roles and function of minister(policies maker) vs the bureau (executive worker).
After 20 years of Mahathirism, Malaysia mass media keep feeding RUBBISH of blurring roles of policies maker and bureau. This does not change even the new Prime minister is in place.
Proof? Go check the mass media, you will notice NO MEDIA able to give SCIENTIFIC facts on quantifying policies makers using KPI. So you see funny statement such as "reports on non performing minister within 60 days".
Oh dear. A policies maker try to show results in 60 days? Isn't such simplify of quantifying KPI are MEAN FOR BUREAU of government?
