Rush-it bills

Systemic reforms in Malaysia?

The sleeping beauty seldom makes his appearance to occupy the Prime Minister's seat in the Parliament these days. However, he appeared today to table two bills for first reading at the Dewan Rakyat at 11.45am, namely the Malaysia Anti-Corruption Commission Bill and Judicial Appointment Commission Bill.

Subsequently, the Minister in the Prime Minister's Department Nazri Abd Aziz tabled four other bills, also for first reading in the Dewan Rakyat. The bills are Pensions (Amendment Bill), Statutory and Local Authorities Pensions (Amendment) Bill, Pensions Adjustment (Amendment) Bill and Judges' Remuneration (Amendment) Bill.

Not surprisingly, another of the PM's 2004 election pledges named Special Complaints Commission (SCC) -- the watered-down version of the Independent Police Complaints and Misconduct Commission (IPCMC) bill where a draft of which was prepared by the Royal Commission -- did not see the light of day for it to be tabled any time soon in the Parliament.

Out-going

The outgoing Umno president, who usurps the role of the country's current Prime Minister, told the House that the second and third reading of both the Malaysia Anti-Corruption Commission Bill and Judicial Appointment Commission Bill would be held in this Parliament session which would end on Dec 18, and the Bill given to us Members of Parliament says the Act will come into operation on January 1, 2009. Let's keep our fingers crossed that they won't be rushed through like the DNA Bill.

Will the Malaysia Anti-Corruption Commission Bill be tailored after Hong Kong's Independent Commission Against Corruption (ICAC) as has been touted by the spin-doctors embedded within the mainstream press, and become just as effective as the Hong Kong model? Let's take a look at the principal objects of the Act:

( a ) To promote the integrity and accountability of public and private sector administration by constituting an independent and accountable anti-corruption body; and

( b ) to educate public authorities, public officials and members of the public about corruption and its detrimental effects of public and private sector administration and on the community.

To me, what is glaringly missing in the principal objects of the Act are the words 'ERADICATION OF CORRUPTION'.

That this Act is formulated just to PROMOTE integrity and accountability, and to EDUCATE the potential corrupts is simply pathetic. Where are the snarling fangs to bite the corrupts?

Corruption in Umno politics and all other levels of the system had been so endemic and paralysing that is there any idiots out there who still need further education about the ills of the Big C?

The BN govt seems to have forgotten that they no longer hold 2/3 majority in the Dewan Rakyat... needed to pass an Akta.

And they are still in the old mode of thinking.. that they can bulldoze their way through the Bill as "their" people had always been there in the past...

And even if you are a dissenting voice in the Barisan ranks... there's the collective decision you have to follow...

BUT NO MORE... that's why Pak Lah is already laying the "trap" that Pakatan Leaders are "supposed" to support this Bill, the very Bill that we had always wanted... to fight corruption...

As YB Jeff pointed out... PROMOTE??? EDUCATE???

What about ERADICATE or ELIMINATE ???

Enough of "brainwashing" by the mainstream press... if we, the Rakyat read carefully the wordings of the Bill... as what the Pakatan MP's will do... the flaws will emerge and there's still much more to talk about and debate...

rather than "rushing" through the Bill just in time as Pak Lah's farewell present to us in March 2009...

Wonder why the Prime Minister is rushing all the bills now? Can he deliver effective bills with credible principles. He has failed for the last 5 years! Can he do it now in the space of few weeks? By the way, please do not single out UMNO when it comes to corruption. Opposition leaders involve in this practice, for example Anwar Ibrahim. Non-Malay also practice this especially when it comes to business dealing, project application etc. So why only UMNO. Either you mentioned others or do not mentioned at all. That will make you more credible and respectful as well as objective.

Side-track, skirt the issue or beat around the bush.

Or. You can't convince them, confuse them.

Introduction of such bills are actually very promising especially in a longer run.

However as for now, I do not believe having MACC is able to create enough fear to those big corruptors. Actual action of prosecuting is needed to stop this menace!

Heard they are going to hire 5000 people. Pakatan Rakyat need to ensure Umno & BN not abuse by putting in their people, otherwise they can be worst than current team.

What mechanisme to prevent this group later use their power to extort others ? Some transparent process before case close is needed.

Sometimes I wonder whether what you write in your blog really reflects what you really hear in Parliment.

FYI, I have been to parliment a few times for the past four months as an observer. I am not a government servant, BN member, BN related NGO member or BN related media.

I found out that many opposition members including you were either sleeping or coming in and coming out of Dewan Rakyat for your self imposed smoking break ( I know you are a non-smoker). Some prominent opposition members such as Azmin Ali, DSAI,Karpal Singh played truant.

My key point is, people like you with bombastic articles in blogs are just like ruling party members.

I really wonder whether you really represent the rakyat or just another "one-time hit" politician who is good at commenting other people's work but do not really have the vision to take our beloved Malaysia to the next level.

You can suspect that I am a BN hitman, but I can sincerely say that I am not one of them.

But you should instead ( 1 ) check the hansard for the record for the various times I cross-sword with the Speaker Pandikar Aminm and his two deputies on occasions I demanded why first-timer MPs were not allowed to speak but to give way to the x-timers and so-called party heavyweights from both sides; ( 2 ) how I refused to speak during the end of the first session 2008 when, after following the Standing Orders to stand and sit for days and was allowed by deputy Speaker Junaidi to speak only for two minutes; ( 3 ) the sets of Oral Questions (10 questions per session 2008) and Written Questions (5 questions per session), and my Adjournment Speech in Session 2/2008, and my debates during Committee Stage on three ministries namely KTAK, KPDNHEP and MOSTI. Talk about truancy, please check how many days heavyweights like Rafidah Aziz, Tengku Razaleigh, JJ, Hishamuddin Hussein, Ong Ka Ting and newbie like Nur Jazlan and Khairy Jamaluddin turned up in the parliament attendance record!? BY THE WAY, You said you are an observer in the parliament only FOR SEVERAL TIMES when the Parliament sat for 75 days in 2008, I'm sorry, you lihat tapi tak nampak. Go check the Hansard please.
