Big rubber-stamp
The order paper came in this morning for the Supplementary Supply (2008) Bill 2008 to be presented for first reading. It's about authorising an amount of RM20,153,679,997.00 already spent, or in the midst of being spent, by the present BN Government.
The amount is to be taken from the Consolidated Fund for expenditure on the services and purposes specified in Budget 2008 but not provided for previously. The biggest bulk of the RM20b asked for has gone to the Finance Ministry (RM15.3 billion) and the Ministry of Agriculture and Agro-based Industry (RM2.9 billion).
Both ministries, again, are held in control by Umno.
Right now, the Parliament is still in the midst of debating the Mid-term Review of the 9th Malaysia Plan, where the Abdullah Administration is asking for an additional RM20 billion to be provided for the original budget of RM200 billion.
Thus, the minority of the Dewan Rakyat members being made a big rubber-stamp -- to adopt and approve an additional budget allocation already spent or in the midst of being spent. By the time the Public Acccount Committee peeps and pokes into the books, the culprits of mis-spending are long gone and scot-free.
Remembering John Leesa, Pitas
Let me tell you, the more I see MPs from Sabah asking for more fund for development, the more I remember the plight of John Leesa and Isrin Basitul in Tilugan, Kampung Simpang Empat, in the District of Pitas, Sabah. They are but forgotten.
BY THE WAY... It was announced this morning that this sitting will be extended for two days, to end on July 17.
Today's sitting has been extended to latest 11.59pm as the debates on the 9MP Mid-term Review must be completed by today.

Putrajaya is a big place. It has many govt buildings. Each building has many rooms.
Just one will do. A room with a big map of the country.
The map will show where the poor and underserved are clustered. It shows the cohort size, the average take-home monthly income, even insitu photos. You can put little red pins on each point to signify urgent need for aid. Yellow pins will say the place has been helped once, blue pins helped more than once.
Right now there would be even more red pins on the map than before. The petrol price hike has created a multiplier virus which has spread inflation all over the land. While it may be said that those in the rural areas will be able to get better prices for their produce, the increased costs of transportation and fertilizers erase that without reducing their inability to buy more necessities to stave off starvation.
Focus on the red pins wherever they are and regardless who the cohorts are made of. Then for each big or PR project that Umno wants to do, hold it until the funds are squared against the needs of those in these red pin places.
Right now, the urgency is to make red turn yellow so that those families won't go under.
Most of them are in Sabah, Sarawak, Kedah, Perlis, Kelantan, Terengganu and Perak.
Find out who the MPs are at the ground in those places, and audit the performance of those local agencies in those areas who have been left to die for so long.
There is no excuse for ignoring the poor and underserved in this country.
We're not given life just to open boutiques.

Thanks Jeff for writing out 20 billion in all its 11 digits glory !!
Its a hell lot of money for nation governing and building and as a Joe public I cannot help but be sckeptical on how much will end up to be RENTAL and how much of it will 'capillarate' down to us Rakyat !!!!
I am praying that Jeff and all the new lawmakers will provide some measure of check and balance in this whole equation.
Malaysia deserves better !!

It's a sign of poor administration when one has already spent what has yet to be approved. Why then pass it to Parliament?
A simple majority doesn't mean that billions of tax money from the rakyat can be spent without prior debate and approval. It defeats the role of Parliament for independent scrutiny.
Continuing to do so will mean that if the funds are misused, they can later say Parliament has already approved.
In the absence of better accountability and transparency, that is more likely to happen than not.
We are talking about millions out of billions; easy to hide, looking at the playfulness of most MPs these days.
