9MP... Mid-term Review & FFWD 2008-2010
One of the key topics for this sitting is the Mid-term Review of the 9th Malayia Plan (9MP).
The Order Papers, and information prepared by the EPU, in print and CD formats, were distributed to all MPs this morning. However, the embargo will only be lifted after 11.30am, June 26.
It would be interesting to see how the Abdullah Administration has performed to fulfil all 5 Thrust areas outlined in the 5-year plan (2006-2010), namely:
It's big money as the total allocation for 9MP is RM220 billion.
Of the money allocated, the PM's Department (including the Public Service Department) gets the most to spend (RM29.9 billion); followed by
1 ) Ministry of Education (RM23.2 billion);
2 ) Ministry of Works (RM19 billion);
3 ) Ministry of Higher Education (RM17.6 billion);
4 ) Ministry of Defence (RM15.8 billion).
Yes, the Top 5 Big Spenders are all Umno-controlled ministries.
If managed unwisely, the total allocation dominated by these five ministries -- out of 28 ministries -- which are in excess of RM105.5 billion, or about 48% of the total budget of 9MP, will likely turn gravy train.
You may like to know what projects would be withheld, delayed or derailed, but we would need to crunch the facts and figures in the next one week before we can put up a good debate. You may help us considerably with your valuable perspectives.

By all account, we are a state economy (eg if you take all the GLC, GLIC, GOC, they account to 70% of the total economy). This pose another conundrum whereas the destablising of UMNO or change in govt will likely be a tough change for these govt owned companies. Unlike in developed countries, they can run fairly efficiently as state account to less than 30% of the economy. Something we can look at here for redistribution of income and the economic cakes along racial lines to create more equality.

I bet less than 10% of the RM 220 billions are use wisely. Worst, Malaysian must spend another RM50 billions to bail out or maintain inferior hardware.
Anyone dare to take my bet? Don't worry, just a cup of coffee. We rakyat can't afford the billions ringgit betting like those politikus.
