'Pajak' bus system is illegal
My first oral question was answered in written form just now.
QUESTION:
YB TUAN JEFF OOI CHUAN AUN (JELUTONG) minta Menteri Keusahawanan dan Perkembangan Koperasi menyatakan sama Lembaga Perlesenan Kenderaan Perdagangan (CVLB) merestui sistem ‘pajak’ yang dikendalikan oleh syarikat-syarikat bas awam di Pulau Pinang.
ANSWER:

Untuk makluman Ahli Yang Berhormat, selaras dengan peruntukan Seksyen 39 Akta LPKP 1987 (Akta 334) sistem pajak atau pindah milik, serah hak, membenar mana-mana orang mengguna kenderaan arau memberi perkhidmatan kenderaan yang dilesen adalah tidak dibenarkan kecuali dengan keizinan Lembaga Pelesenan Kenderaan Perdagangan (KPKP).
In short, the 'pajak' system used by certain bus companies in Penang, brought in during the previous Penang state government and endured by Putrajaya, is essentially illegal.
I will forward the official answer given to me to the Penang government for next step.

The answer given doesn't answer your question at all. It says it's only illegal if the CVLB doesn't give permission.
So, did CVLB give permission? Isn't that your question in the first place?

Obviously the federal government has been slacking on overseeing their state government's decisions.
Sadly another case of corruption from the previous state government.
Jeff, just a question to the Penang state government, are they actually considering the release of state documents to the public, just as proposed in Selangor?

Can you please ask CVLB (or the minister in charge) to give a list of all who own those licences and who they illegally "pajak" them out to? or you as a MP should be able to obtain those information from CVLB.

I think you should be more specific in your question next time. Your questions should include: "if it's illegal, what action can be taken...." and "what criteria needs to be met to legalize the "pajak" system".
JEFF OOI says: Parliament procedures, currently, forbids questions exceeding 40 words. Here, I just needed a professed policy statement. Yes, I was being STRAIGHT FORWARD.

yeah the pajak system should go!
jeff, you should pursue this matter. being a regular bus commuter in penang, i want to see those old buses using the pajak system off the road completely. i prefer rapid penang... even though it is a federal project.
perhaps one day it is time for penang to have its own state owned bus company - well long ago it used to have one, the syarikat bas negeri pulau pinang.
