Speaker (Sabah): 'No supplementary questions during Q&A today'

SPEAKER'S FIRST DAY IN OFFICE. The Speaker slipped by first stating he wouldn't allow supplementary questions (soalan tambahan) due to time constraint.

When cornered by the Opposition, the Speaker changed tune by saying he did not say supplementary questions are banned (diharamkan).

The PM asked the Speaker to consider one or two supplementary questions to be allowed. The Speaker gave in.

Later, the Speaker slipped again by disallowing more than one supplementary question, quoting "convention" (which convention?) when he made the ruling for no supplementary question. Karpal said the House should follow "Point of Order" as instituted, and not "Convention". Jangan main-main, Karpal warned.

The point in contention Karpal referred to was contained in Standing Orders of the Dewan Rakyat 24(3) which states "Tuan Yang Di-Pertua boleh membenarkan ahli-ahli mengeluarkan tidak lebih daripada tiga pertanyaan tambahan bagi setiap pertanyaan..." to which the Speaker said it was trivial and technical by nature.

The Opposition insisted it involves the Point of Order.

UPDATE: I was just officially informed that one of my Oral Questions had been rejected. I wanted to ask questions on conflict of interest involving a former minister who had the power to issue WiMAX license. The Legal Division of Parlimen Malaysia is of the opinion that it involved "business of private companies". I will consult on the matter.

UPDATE: The Setiausaha Dewan Rakyat stated in earlier circulars that all Oral and Written Questions must not exceed 40 words. However, the Opposition pointed out that the question submitted by the member from Kinabatangan (PR-1211-L12189) and accepted by the Setiausaha exceeded 40 words.

When the fireworks ensued, Member for Rembau said the question submitted by the Opposition Leader (Permatang Pauh) -- PR-1211-L12049 -- and accepted by the Setiausaha Dewan Rakyat also exceeded 40 words.

An Umno backbencher proposed both MPs from Bukit Gelugor and Puchong to be dealt with in accordance with the Standing Order. The Speaker declined to invoke the penalty clause.

The Speaker said questions allowed for the current session, no matter they had exceed 40 words as stipulated, should be proceeded with as scheduled.

In the cross fire, Kinabatangan was referred to as Big Foot, and Bukit Glugor was referred to as Big Monkey, while Pasir Mas (Independent) asked Batu Gajah to 'Shut Up'. Please check the Hansard tomorrow.

Anyway... as you are the chief of staff and also the MP of Penang... Could you take a look on the recent outcry by about 55 NGOs regarding the un-transparency and unsatisfying appointment of Cities Councilors by Penang government?

As a supporter of DAP, I'm deeply saddened by the fact that the DAP-led government did not react positively towards the outcry...

JEFF OOI says: Let's recognise the fact the NGOs have domain knowledge of their respective silos of specialised areas. The better solution is to to have election of the local government and the NGOs -- sloganeering aside -- must also campaign and try to win the ratepayers' heart. I hope to facilitate this to happen before the next general election. There are legal hurdles to be overcome at the federal level as the relevant Acts were passed at the Parliament and not at the state level. That's Ong Ka Chuan ministry, which must lead the change thought we will certainly advocate this.

This is certainly not a 1st class Parliment that the rulling government tries to create. The speaker seems to be protecting the PM by giving lame excuse.

Also, can you find out what makes a question be rejected? It shouldnt be due to the number of words exceeded. Your question on WIMAX was an important one and I believe many are wondering what is happening to the implementation which has been delayed for a year now.

Will be good if their antics are broadcast, if not live, then at least recorded and shortly thereafter...it is important that some of these useful idiots are seen in action by their children, wives, grandchildren, parents, relatives, friends and neighbours etc.

If so, what are the requirements?

As it is, live coverage on TV is the norm hence there shouldn't be any 'good' reasons to deny bloggers their presence.

I think it's a more or less public relation issue, where the NGOs complaint for no transparency which I think the government should address...

I do think some of the NGOs are "bleh" by the fact that they refuse to even nominate a person, and then slam the government for not having enough NGOs people in the local government... and worse, rapping the peniagas by saying they are not "non-governmental" and "non-partisan"... which is ridiculous...

However I do think that, the government should lay down a clear roadmap, showing how and when the government wants to revive the long gone local election... :) Again, it's a PR thingy... I myself feel very uncomfortable the fact that the government does not seem to have any plan in bringing back the LE...

I saw the proceedings live on TV. I can see clearly the Speaker is trying to deal with situations way over his head. I am not sure but the thought crossed my mind whether the order of questions was to give the PM the chance to have his full say in the short time the proceedings were telecasted. In any case, the PM just mouthed the same old crap. Nothing new.

And I was just as stunned when the Speaker disallowed supplementary questions. What kind of 10th world Parliament (to quote YB Lim Kit Siang) is this that supplementary questions are disallowed? The whole charade was orchestrated to give the PM the maximum time to say his propaganda while no time is allowed to embarass him with questions he cannot answer without his 4th Floor boys' help.

In all fairness, these wasteful antics (name-calling and what-not) are perpetuated by both sides, escalating from one time-wasting volley to another. The backbenchers specialty is to provoke, disrupt and bog down opponents with petty squabbles...why go down to their level? It might be the only way in the past to be heard but now with almost equal strength in numbers, perhaps it's time to adopt a better strategy. The people have high hopes for PR wakils rakyat to make a difference. We hope you guys can rise above all the trivial cheapshots (however entertaining it may be), and find a way to put forth the issues that matters most to the well-being of all Malaysians.

On the rejection of question about the the WiMAX license issuance, it prove me suspicions : The Legal Division of Parliamen Malaysia are merely a rubber stamp bureaucracy body of BN.

It is common sense that WiMAX is a spectrum. Whether commercialise or not, spectrum controller roles are never extend to MITI.

Apparently, many bullshit in Malaysia Parliament are kept this way for many years.

To Shar: Aaaaaaactually Shar, your point about accrediting, I brought this "opportunity" up with Jeff over 3 years ago. Interestingly, the Ministry of Information was keen in putting up a paper on this. In my proposal presentation I intentionally termed bloggers as "people who run web resources". Why? Because by that time, the term blogger was over trivilazed by those within the government framework. I wanted to show that bloggers had some substance lah. That's why I never call my blog a blog. I call it a web resource. We did some of the initial work on this, invited some experienced (and independent) journalism scholars who were all for this idea, and I thought Jeff would be a good addition to our team, as I was the only one representing industry. If we could get across-the-board (and I use the term across-the-board carefully, here) recognition of Internet resources, perhaps the editors of these resources can be allowed in as observers at the very least lah (dan macam-macam lagi). But hey, all these were just ideas at it's infancy. I've been pushing for things like this for some 6 @#$%^& years. Unfortunately, Jeff at that time... sombong... told me that I was overly hopeful lah, no better work to do lah, sure going to kena shot down big time lah, this lah, that lah. Jeff told me he go make his millions in the fashion industry with Versace even better. Oh well, the Jeff of those days is different from the Jeff now. "How so?", you ask. Simple. Previously, I was quite happy to see and respect the way the Opposition stood for the betterment of Malaysians. However, after the first day the parliament proceeding was casted on TV, I am wondering if this is the way the members of parliament should act to enact Acts and question the government on its responsiblity to the people.

I am quite upset to see the MPs did not actually discuss the legal issues as well as the matters faced by the people who voted them especially Karpal Singh, Gobind Singh and Lim Kit Siang. They only harp some trivial issues, for instance the sitting of the sole independant MP, rather than more crucial issues like rising food prices and crimes rate in the country. This is really dissapointing as the people expect more from the MPs they have voted for.

INTERNET does not operate in a legal vacuum.
