Desperate Housewives
No, we are not talking about the popular TV series.
We are talking about Khor Toyo's wife, Zaharah Kechik, and wives of other former politikus of the Barisan Nasional government, as narrated by Citizen Nades and Terence Fernandez today, titled: RM10m gone in 3 days.
The duo exposed that three days after their husbands lost power to rule Selangor, the wives got into the act – plotting to dissolve the Association of Wives of State Assemblymen and Members of Parliament in Selangor (Balkis) -- touted as a welfare body -- and remove almost RM10 million from its bank accounts.
According to documents sighted by theSun, Khir Toyo's wife had on March 11 -- three days after the GE2008 Polling Day -- convened an extraordinary general meeting of the committee to dissolve Balkis and close its bank accounts.
The following day, the accounts were closed, with the money transferred to another account and then to Bakti – the federal Organisation of Wives of Ministers which Balkis is affiliated to.
Subsequently, on March 13, the former exco members of Balkis issued a notice of dissolution to the Registrar of Societies (ROS), which included amending the constitution of Balkis and establishing a new organisation – Balkis-BN, is among the names suggested.
“This was to prevent the Balkis premises (Kompleks Wawasan Balksi - KWB) and the association itself from being taken over by the new state government,” said theSun quoting an insider. “Once this was done, then the money will be transferred back to the new organisation,” the insider added.
However, the ROS in a letter stated that Balkis' application for dissolution was incomplete and gave it 30 days to furnish additional information.
When that surfaced, Selangor Mentri Besar Abdul Khalid Ibrahim intervened and wrote to the ROS to question the validity of the decision to dissolve Balkis.
Legal experts quoted by theSun are saying that, by right, following the events of March 8, the exco headed by Zaharah should have convened an emergency meeting to discuss the handing over of Balkis to a new exco – with the new president being Abdul Khalid’s wife Salbiah Tunut.
As it is, sources in the state government argue that since Mohamad Khir is no longer MB, Zaharah is no longer the president and has no power whatsoever to dissolve the association or liquidate its funds. Incidentally, the constitution also states that the organisation must remain apolitical.
I am now checking if there are also Desperate Housewives in Penang.

A polis & ACA report should be made and the ACA should investigate. This will give the ACA a chance to proof that they are not bias and apolitical.
Criminals should be brought to justice.

The rules of the association will determine how the workings of the associations be like. If the funds of the association comes from donations of the members, generally the members should be be allowed (if the rules of the associations say so) to take back the money if the the money donated is not a out-and-out gift. If it is an out-and-out gift, and assuming the assocation can be dissolved, the money will go to the state (bona vacantia). Normally the rules of association such as these will state that the association can be dissolved if the purpose the association is founded upon is no longer relevant. On this note, I think the association cannot be dissolved as there is a continuing purpose i.e serving the welfare needs in the members' capacity as wife of the assemblymen, which still subsist.

Even the BN wives are playing hard and fast with the rules. Is BN so rotten to the core?
Does any one know how these so-called welfare arms are funded, apart from those monies paid from the Selangor Govt coffers?
Does my tax money figured at all in this? if so, then can I lodge a police report?

this article read the same way u comment on issues before, jeff. interesting and provocative to read...but, i think the 'former opposition' need to change their mindset/way of making comment now. do not forget that u all have been voted by the RAKYAT to rule few states now. so, please stop to behave as if u all are still opposition! u ALL are official ruling parties/coalition in those 5 states. therefore please do whatever deem fit to remedy those damages or expose whatever need to be exposed.
or.....u too will be called 'politikus' in time to come....
i'm not trying to criticize but rather a friendly message to all 'former opposition' reps. do your best and please do not disappoint the RAKYAT who have supported u in the recent GE...the RAKYAT are waiting to see results, not merely continuing to read interesting & provocative comments as u did before....

Ah..but if only the wives were the Mentri Besars and the Aduns or the MPs and the Ministers, do you think the Tsunami would have happened? From their very swift actions surely puts to shame their husbands!! Surely between Rosnah..or is tht Rosmah, whatever, and Najib, we know who would be the PRime minister today!! right?

Question: when are you going to stop looking backwards & start looking forward? We voted you so you can make changes to the way of living, not so you can dig up the dirt on the previous administration. Well.. digging up the dirt is very good if you do it along the sidelines but you should start working on your long term goals!
Are your newly hired staffs busy looking for dirt all day or are they busy gathering information so you can move forward?
So please focus your energy on something productive, not on vengence or getting even!
I don't expect this post to make it to approval but i just need to remind you why we voted for you in the first place. Please, don't lose your focus.

Dear Greater Good,
I too believe in looking forward. But RM10m is a lot of money and with the immaturity of the federal government in giving funds to state governments, money is a necessity. How do you plan nto govern a nation without money?
How long can ideals last? How far can patriotism take you or another 22 million Malaysia?
Money makes the world go round and I am sure Jeff and team knows best.

Those who ask the penang goverment to stop exposing the previous administration wrong doing, might just be one of the previous administration personel that is so afraid of this. I urge you and all the newly elected leaders to continue what you are doing now, and i want you to know a lot of us are glad with that.

I think the wives of the BN state assemblymen and members of Parliment in Selangor are thieves.They are indeed shameful as they had robbed the poor people's money just like their husbands.I hope ACA comes in and deal with these thieves.

I agree with both jbslowman and GreaterGood. We voted the 'opposition' so that they could bring change but you have to remeber that you are no longer the opposition in 5 states. You are the ruling party and you should start to act like it. The mindset needs to change. We need you to deliver all that you've promised to. We need change. And we need you to remember why you are there. To focus on that so that the RAKYAT,irrespective of race or religion, benefits.
JEFF OOI says: RM9 million can build at least two primary schools. Or fund nine thousand sick beds a year in the general hospital. Don't close one eye on that. Only Pakatan Rakyat state governments will have a heart for this. Not the current Umno-dominated BN.
p/s - I do wonder if Pakatan Rakyat's wives have RM10mil by next election and you lost to BN, what your reactions would be.

People - the name of the Association is - "Association of Wives of State Assemblymen and Members of Parliament in Selangor (Balkis"). Nowhere is is indicated that membership is just for the wives of those on the Government side. Therefore, those wives whose husbands were opposition members prior to March 8th, but are now in the govt, have been members all along.
By my reading, the only thing that has changed apart from some of the actual members, by virtue of their spouse's election to the Assembly, should be that the President should change, if it is mandated that the wife of the MB should be the President.
It therefore seems clear that there was no reason (good reason) to dissolve the Association, since only the person who sits as president needs to change. Had Khir had continued to be a part of the Govt, but not continued as MB for some reason, there would have been a new president as well. Would his wife been allowed to call for a dissolution in that case?
Something smells very bad here!
As an aside, - they are very concerned that some of the poor students will be removed from the list of people being helped. Maybe a good time to have a look at the list and remove those that aren't 'poor'!

Good job!! Tan Sri Khalid. so, what's next? take action-lah.... i supposed both sides have gather enough documents/information for public? oh no....those documents/information should go to relevant authorities/agencies for appropriate action right?
RAKYAT knows that 9 mil is lots of money and can do lots of things.....so, while checking, please take immediate action to avoid those credible documents/information being 'misplaced' or rather 'destroyed' and it will be too late for any legal action.
IF THAT'S THE CASE, THERE WILL NOT BE ANY CREDIT TO U!!!
mere exposing of malpractice without immediate and effective legal action or prosecution against those involved, is a political acting to me....
RAKYAT wants result....not late delivered justice (which is no justice) but prompt action and closely monitored one.

At first, some people worry about Pakatan Rakyat government spending too much time "witch hunting".
Actually, 95% of this "hunting" are works for auditor, where PR state government are passing the work.
The remaining 1% time will be fun for citizen Nades, or PR state spokeperson.
OTH, joe public and people in trouble spend 99% of their time talking/worrying .

For a start this "Role Model couple" is typical of the BN leaders....
I am sure they have tax exempt status to collect donations from all in the name of "Charitable causes"
Their euphoria on being the "untouchables".... don't know when to stop... insulting the rayaats' intelligence & have no conscience or shame at all with their antics!
Gave them enough rope & now they are "Hanging" themselves with their arrogance!
Keep up the "revelations".. INVESTIGATE / IDENTIFY & STOP the BLEEDING / CORRECT the injustices to the rayaat & nation !

Jeff,
We definitely want you to expose bad governance and non transparency especially in the previous government. Going forward doesn't mean you have to "close one eye" to all the rubbish you uncover or are going to find.
I tried to convince myself to be fair and to give them the benefit of the doubt that Balkis is really doing good Charity work but I can't bring myself to do it.
The way they dissolve their organisation, the amount of money involved, their determined quest to transfer out all monies coupled with their almost unheard of charity work leaves many questions unanswered.
If all that money was for charity why do you need to transfer it away? If all that money were from sincere donors why hide it?
I hope all this won't turn out to be our very own NKF scandal and everything can be accounted for. Otherwise Balkis and their sponsors really have a lot to answer for.
Jeff, if you let this go, next we will have other Charity organisations suddenly deciding to keep their funds for themselves too!
