When the DCM arrives ahead of the chief engineer

This is bad governance at the local government, and it cost millions to those affected.

It has been hailed as the worst floods in recent years that has hit the Seberang Prai Industrial Zone.

A total of eight of the 12 pumps malfunctioned -- due to lack of maintenance by the Majlis Perbandaran Seberang Jaya (MPSP) -- and it had caused flash floods that disrupted operations at about 140 factories with TORAY-PenFiber group and Mattel as the hardest hit.

Penang Deputy Chief Minister Dr P. Ramasamy was on the site by 8.30am, but the chief engineer of MPSP couldn't be located until 10.00am, and the YDP couldn't be contacted until 12.30pm -- though they have yet to tell their side of the story.

I was coordinating with Prof and my staff to get the first hand information. None of us should be happy with what we saw.

Rubbing salt to the wound, Federation of Malaysian Manufacturing (FMM) northern branch vice-chairman Datuk Muhammad Ismail said the problem had existed for a long time and had been highlighted to the council in several meetings.

We are at an interesting time. A time when a barrel of oil is going beyond USD100. A time when the US economy is in a lot of doubts. A time when Coca-Cola cash flow is much bigger than many countries not to mention states like Selangor or Penang. A time of a world economic crash seems highly likely. A time when the so called opposition parties are given the chance to show that they can. A time when malaysians thought this is just a malaysians boleh situation! A time given to the so called makkal sakti when everything is pointing towards global economic disaster so that the people claiming to have power - who says they can save the world -will in fact get canned! (they will get the blame when they can't). Jeff Ooi - we don't envy you. You get the chairs but we wonder whether you realise it or not that you are getting tied to the chair. We are seeing Guan Eng already getting canned and chaired at the same time.

Meanwhile we are wondering whether you know it or not that people are allowed to talk economics when politics rule - and now people can be political because all over the world economics rule - and you just become chairs - just like Bush who is just a puppet for the banking hegemony.

You can talk about huniliations to those who lost the in elections but I wonder whether you know it or not that the whole affairs about affliation to boxes is even more degrading intellectually. People put Islam, Chinese, Malay, Justice and whatnots in separate boxes and ask people to choose. People ask people from other constituencies to come and become an adun or an MP and people from other constituencies are voting in other constituencies regardless of their parties. Aliens rep, aliens voters in alien states? We are in an alien country?

We get nothing but boxed people thinking that they are in power!

I agreed with you. i'm a project engineer of the construction company and currently we are doing flood mitigation project for one of the river as a subcontractor.

The total 8 of the 12 pumps malfunctioned supposed JPS(DID) responsibility. They have plenty of staff but know nothing about technical like hydrology, pump system and so on. All the staff just sitting in the office and play computer, go online. Nobody take care the design as they don't have designer and because of this all the RTB (Rancangan Tebatan Banjir) project will be design and built. So all the main contractor take this opportunity jack up the contract amount by asking the in-house consultant design whatever not necessary.

For example, planting cow grass at the river bank which when the water river rise up will wash all the grass away, by building up 3 nos of sluice gate infact 1 no sluice gate more than enough, the river protection method design was not practical and so on. (This is not open tender between design and built contractor and JPS(DID)).

BA/BR is now accountable and own the solving the problem. Is there a process for Escalation, Oncall, Emergency Response put in place ? Is the Role and Responsibility very clear. Is the Chief Engineer expected to be on call and be on site ? Better look into the operation process first rather than finger-pointing….

Jeff, I saw the flood, and yes, it was quite bad. If I am the owner of the factory, I will be piseed off too. It is a norm for the government servant to go missing before 10.00 am. Even at 10.00am, I can see groups of these government servant going out for the 'minum session'.

How I know this, I work in an office complex which housed quite a number of government agencies. Between 8.00 am to 11.00 am, these workers will be going in and out to the warung kopi located nearby. Those who drives will take their clique out further for other treats. Same thing happens between 2.00-4.00 pm again for their minum session.

That is the culture, embarassing culture because their superiors are so lacking in discipline themselves.

I think it is the tidak apa attitude of the previous administration that causes that massive flood in the Prai Industial Estate.Poor handling of maintenance and corruption in the Majlis must be the key factor of the flood.

By the way, why is it that you need to stress/bold TALK IS CHEAP? Hope I'm not seeing that not only BN but BR can also talk cheap. It is cheap for those giving empty promises of course. I believe you are not on that mode.

I don't believe that to be doing service to the community, one must only be a blogger and get elected as a politician/MP. Do allow black ants to crawl on black stones in a dark black night.

It is an option for black ants to be seen doing work in daylight.But it is not an option for all BR MPs. They must be seen to be doing work and perform better than BN MPs for the next 5 or so years.

As commented by "simpleguy" at 10.53am, their staff are simply incompetent. My suggestion is for you to contact simpleguy and get him to help out with the best possible solution as he knows this field. Perhaps simplyguy and his company may consider some national service to give our frens a helping hand. I had some dealings with DID and their HQ people and those in Ipoh are good and capable. Maybe Penang office is so so.

anyway call for an open tender for the pumps or the upkeeps of the pumps. There are many good pump suppliers and if done via open tender you will get good deals.

Not sure what pumps being used. i can help as have good contacts with people who have lots of experience with pumps.

I would like to suggest that the Penang state government do a comprehensive review on all our flood mitigation systems/plans. It might also be good to relook at our overal infrastucture such as roads, drainage & etc. We need to start assessing how bad & how large is the scale of this problem? We cannot afford this to be a norm as it will impact our ability to draw in more FDI which is badly needed in Penang. Let's be more proactive on this one.

It appears that the engineering director has 6 assistants. Wow! What are they doing? Wait no more, chase them.

Umno has been so concerned about power that it never paid any attention to human resource development.

Without the right people in place, wrong things get done, and maintenance becomes a secondary concern.

That's why they had never made provisions that water pipes would leak and when they started the replacements, it took place only for selected estates where the elites live.

Sometimes you see maintenance done but in a nonsensical way. Take KLIA. Someone flies in from afar at one in the morning. On landing he can't find a trolley for the long distance to the aerotrain. All the toilets happen to be cleaned in a major way at the same time - with traffic so low, what for, he asks? So he takes a leak at the flower pot adorning some minister's poster. One of the aerotrains is also under maintenance; the other takes its time to arrive. Imagine, a big megabillion airport terminal is hung on two shaky aerotrains. By the time he reaches immigration, he finds the thumbprint reader cannot read clearly. When he gets past that, he hears an announcement that there is some system error in the luggage delivery; he waits half an hour to get his luggage in a hall that is empty but for his fellow equally irate co-passengers. He extracts his luggage and walks to buy something at the only shop that is semi-open. The card line is faulty. He walks out to the airport taxi counter. The card line is faulty. The girl asks if he has malaysian currency. The money changer shop is nowhere seen. He gets into the cab, finally. After the toll and after the petronas station, the driver says he forgets to refill and needs to find a gas station. The poor sod reaches home at four in the morning in time to await the new day's headlines that this country he has arrived in is making great progress rah-rah. What say you, Liow?

Then there's this school. Pua, it's in your neighbourhood. It's supposed to be one of the premier govt secondary schools. It has a madrasah inside the compound. Ok, so it's not about having a madrasah inside a multi-religious school. It's about the boys and girls toilets. The boys toilet has water but no lights. The girls toilet has lights but no water. Somehow the maintenance has gotten creative. Now, the girls who stay back for some cocurricular activities need to wash. So they go to the boys toilets. Which has no lights. You see, the money which could have been used to maintain both properly has already been spent by the headmistress to improve further the madrasah that doesn't need to be improved. Either she's another religious zealot, or a bodeka, or both.

If we don't improve our human resource development, we will forever be a third world country, no matter how many clean toilets or modern madrasahs we may have.

BTW, some of the dumptrucks you see deliberately spew those leachates onto the roads because that's where their draining pipes are made to point.

They don't care. They never will.


the prai industrial area...what more can i say? Traffic jams now and then. Floods now and then. Check with FMM's Datuk OK Lee. He will tell you MORE.

i think wat the simpleguy said is quite true, i had work for the guys in klia before and their working style are like tat. time-in and then 'work'. they will do the simple things and if cant, they will either delay it or push it back to the contractors. and i can tell u tat a lot of them are surfing porns, try to check their laptop/pc, i can tell u tat 80% do have it. so...i think it is time to change. no point of paying their salary for nothing

A few heads will have to roll! It's a simple as that!

After so many years under the regime of a totally inept and corruption-rife BN government, civil servants have also developed a 'tidak apa' attitute. As a new government which intends to run the State under new work ethics like efficiency and service to the people, the only fast and effective rule is to chop a few heads, metaphorically speaking, of course!

Liberal democracy is about throwing the rascals out, and societal order is about scavenging local council free from parasites. Put out them out to pasture.

Is this the council that spent more than RM 1 million on FLOWERS!! Its time you get rid of the whole lot of them.

Wow, 8 out of 12 pumps not working i.e. > 60% and the Pengarah Kejuruteraan has 6 Penolong Pengarah Kejututeraan to help him. No wonder job is not done.

How can we have top heavy to manage the engineering department. You just need 1 efficient Penolong Pengarah, several experienced supervisors and a group of hard working repair technicians to manage the whole water pump systems in sebarang prai area.

Give those guys 1 week to solve the 8 faulty pumps. If they cannot settle it, suggest you immediately engage experienced private firms for help. Remember we have Makkal Sakti. The DPM can personnal write letters to appeal to those firms for helps to repair the faulty pumps.

We have about 140 factories affected by the flash flood, I am sure there are some mechanical and electrical engineers / technicians who are experienced in repairing the faulty pump. Engage them and give them the opportunity to do community work and contributions to the Penang state and government. This will be real MAKKAL SAKTI in the making.

Sorry, it should be DCM from Penang not DPM.

Bare in mind, this problem does not LIMIT to Penang.

Every state in Malaysia are suffered the same fate in a certain degree. The "developed" Selangor state are no better than Penang in such issues.

The pump issues are just a small part of the problem. Even having all 12 pump functioning will not prevents the floods if the upstreams development are not controlled.

Take example of PGCC, there is little mentioned about the floods. I have make a simple calculation, 1 inch of rain on the PGCC area will has enough of water to fill up 4 Olympic size swimming pools. And there is no mentioned of large scale rain catchment system inside PGCC project.

INTERNET does not operate in a legal vacuum.
