Land deals... ( 1 )

Land is scarce on Penang Island, and it's a finite resource in Seberang Prai.

Land is also the source of improprieties and bad governance in the state.

The two-week old new state government has just uncovered severe land improprieties that happened during the previous state administration.under Koh Tsu Koon.

The dubious land deals will pose a huge contingent liability for the state. In layman's terms, the land frauds will cost tens of millions of ringgit in losses for Penang through defeats in the high courts.

Sorry, we can't give further details due to legal restrictions, but what we have discovered may only be the tip of the iceberg.

In the interim, we have formed a three-member panel headed by deputy chief minister I Mohammad Fairus Khairuddin, deputy CM II Dr P. Ramasamy and exco member Phee Boon Poh to investigate the cases. The panel will start investigations this Monday-week.

The Yang di-Pertua Negri, Tun Abdul Rahman Abbas, was informed of preliminary findings last week.

No land deals for DAP reps

Meanwhile, it was decided at a meeting of all DAP elected state representatives yesterday that all DAP MPs and state assemblymen are banned from applying for land in Penang.

With that decision, any DAP MP or assemblymen who applies for state land will be breeching party discipline and action will be taken against him or her.

We are hopeful that PKR and PAS elected representatives in Penang would also adopt similar practice.

Previously, the Land Committee (LandCom) of the state government was chaired by Umno though it had a Gerakan-nominated Chief Minister.

Under the current DAP-PKR coalition state government, land matters and land development are now placed under the portfolio of the new Chief Minister, Lim Guan Eng.

As for the current-term Barisan Nasional representatives -- all of them from Umno -- they could apply for land but the final approval rested with the state government.

It must be made known that we are proposing to place all future alienation of land under public auction and not through closed door deals.

Finally, truth shall emerge. Hopefully, the Boonyamit/Adorna case may see a review. I hope.

Yep, reveal all their wrong doings. These people must be shamed and if there is evidence of ciminality, bring them to court. A strong message must be sent to all future would be politian crooks that the book will be thrown at them and politics is not a tool for them to cheat and steal.

Do not join in the selfish inner band
Just to grab for yourself personal land
Better to build house on rock rather than sand
And learn to put your hand securely in His hand

Hi Jeff,

Well done. Transparency has several standards. Glad to know that DAP/PKR are setting very high standards for land deals. Believe me, such good measures will bring untold rewards for Penang state. Cheers

DAP MPs and Assemblymen in Penang (I mean those who are born there) are still anak Pulau Pinang and logically they should be able to apply for land there.

But then the reality is as you said, land is scarce.

In this light, the action by DAP banning its reps from applying for land is indeed laudable.

Let's make public service an honourable vocation again Jeff.

Good luck with the work.

So far so good, it seems. But the devil is always in the details.

Jeff, a lot of the unscrupulous acts by the greedy politicians (crooks) are already in the public domain. Keep your ears to the ground. You have made history and give us Penangites and this country a glimmer of hope. I don't envy your position and hope that your steadfast determination will not waver in the face of oppositions and difficulties to come. Keep up the good work!

According to the logic, if the Penang government handle the land issue properly, it will protect more Malay from losing Malay reserved land.

Hmmmmm. Strange. DAP protect Malay interest better than UMNO.

but the logic held.
:)

All six states should execute independent audits on past abuses. Your findings will be a weapon to nullify any propaganda barisan batang will be using to erode your authority. Start with federal territory.

There was this land near the Sbg Jaya Market, an open area where Pasar Ramadhan used to be located, now has been changed to Esso petrol station.

I remembered last time, when it was proposed, the ADUN was voicing out the protest, but today the petrol station has started operation. The rumour is that particular petrol station is owned by the ADUN himself.

Think about it, there is at least 10 other petrol station within 5 km radius, how did the approval obtained, converting an open area into a petrol station where nearby is residential and a pasar awam with hawker center in place. Quite fishy deal if you ask me.

We have drafted 162 questions for the Penang government that will help the LEGCO tease out useful information via the EXCO from the state civil servants. There is a section of questions on state land, reclamation land, and public auction of state land. The draft questions are published here: http://penangwatch.net/node/2113

It would be a big shame and outrage if it is proven that the previous state government not only did not make full use of state land to generate revenues, but misappropriated the state assets, and then worse still, created contingent LIABILITIES out of the land!

My hats off to DAP for showing the way how a govt should be transparent with its dealings.

DAP is doing what BN is not able to do in 50 years! Wow!! Lead by example DAP and the erst of the country will take notice of you.

Looks like we will hear more than gun shots in Rifle Range.
I do hope you guys will be able to get solid evidence and start letting Joe Public knows asap.

In the meantime keep up the good work.

PS If you can, please set up a forum like USJ.com.my for Penang.

There is no big deal in banning DAP MP/Adun to apply for land.

Key point is land application should be made as public offer with sufficient leadtime for notice and in accessible media.

It has been ages since UMNO ppl have been grabbing land. Worst in Sabah.

Definitely this is a great small steps newly form goverment is taking in establishing benchmark on transparent policy. Keep it up!

On top of the land deal, i will encourage that the new state govt should also investigate the investment that the MPPP has made in e-local govt system via a proxy company a few years ago plus the eLAN system for the land applications.

What happened to all this ? Is it another wastage of public fund or the system is actually working very well except not being supported only.

Focus on why the MPPP fund is dwindling and MPSP is running in red.

I can just imagine what kind of shady deals. They used insider information to acquire land cheaply and sell it for a hefty sum to the state government. What else is new?

The new state government should reveal everything shady that the previous BN state government did. That's the only way to prevent them from ever making a comeback. Their sins should be documented and made available to the public.

On the economy:
Western Digital just laid off 700 workers yesterday.

One of my friend's Senior manager just received his retrenchment package (Avago tech Penang I think)... and she's waiting for hers Apr/May

On brain drain:
She's moving to Sydney but got offer for Shanghai, so also considering, after her Europe vacation... she's one of many no-family-to-tie-her-down and qualified accountant grabbed by our neighbouring countries.

I certainly hope that with more transparency and better country governance, Malaysia can compete with Vietnam and China and Singapore.

Talking about land, I have one dream --- to convert Pulau Jerjak to become Penang national park. May be first by bring in some herbivore animals and birds and let them breed freely. At later stage can also bring in the carnivore animals. Given DAP/PKR/PAS lead government 3 to 4 years time, this should be an affordable and achievable dream --- as tourist attraction spot.

Lets do something different from BN.
