JEFF for Malaysia
One stranger came up to me during one of my campaign ceramahs.
He asked me if I realised what JEFF could mean for my political belief. It's Justice, Equality, Fairness and Freedom, he said. (Gee, I didn't realise that!)
New hat for a blogger
After the results were announced, I decided to accept a job offer from the new Penang Chief Minister to be his Chief-of-Staff... without pay.
The first one week (March 9 - 15) had been adrenalin-pumping, coordinating the formation of the new state government while I started to meet the investors and the business community.
Next week is about updating the composition and representation of the municipal council in the interim before we could find ways to bring back election of the local government -- a legal-political manoeuvre that is tough but do-able.
Off the radar screen will be seeking expert advisory to strengthen the numerous state agencies that deal with economic matters. We are setting a economic advisory panel along unorthodox structure. For strategic reasons, I can't volunteer much information on this.
I just want to keep Penang progressive, and see the manufacturing, technology and service industries in Penang move up the value chain in tandem, if not ahead, of regional competition that has gone intense. Removing the self-imposed reverse gear of Umno politics is one way of getting this done.
I will strongly advise the state government to help the Malays and Class F contractors in Penang. I saw them suffer and marginalised after 50 years of Umno dominance as I walked the streets campaigning in the Jelutong constituency.
There are also urban poor among the non-Malays. Drainage system at the Penang Free School -- which was used as nomination centre, vote tally centre and result announcement -- was clogged, and the entrance flooded, and I had to wade through the ankle-deep water with my shoes totally wet as made the rounds to inspect the polling stations. It had just rain heavily for one hour!
3 + 1 states, and over 60% of national GDP
Did you realise that Penang, Perak, Selangor and, to a certain extent the KL Federal Territory, contribute over 60% of the national GDP? In addition to Kelantan and Kedah, they have all fallen like ten-pins to the non-BN coalition.
It would be suicidal for Abdullah to sleep on this new political reality. His own party will throw him out, alongside the Son-in-Law, sooner or later. But democratically speaking, it's entirely up to the national delegates of the Umno to decide during the forth-coming party election.
Meanwhile, Abdullah and his SIL will resort to race-based rhetorics to divert attention from the Umno quagmire. It seems so tough for Umno to institute the menteris besar of Perlis and Terengganu that it had won.
For us in Penang, everyone should be mindful that it's time to talk less and work more. The preparation for GE2013 had started the election results were announced one week ago. Don't ever rest on your laurels!
OK, I am a blogger!
OK, am I the first blogger in the world who is elected into Parliament through the democratic process? I am feeling the heat now. My readers are coming after me for not updating the blog.
The truth is: I didn't have time to sleep let alone to go online. And I had been sleeping for only 5 hours per day in the last half-a-month, since Nomination Day!
There are a few hundreds of emails that I haven't read. And the SMSes and missed calls.
Maxis Wireless Broadband? My foot!
My office is on the 28th Floor, Komtar. For security reasons, I decided to use the Huawei/HSDPA-powered wireless broadband. The Maxis version couldn't move the packets on the 28th floor. I bought a Celcom/Vodafone version of the same 3.6Mbps application, and the packets fly!
It's certainly Celcom territory in Penang!

For those who are involved actively (many quietly) in the recent GE and its build up months before that, I think we are glad that we did back the right horse as our belief in JEFF will always triumph.
The Rocket is now launched. The trust of its multi stage booster rockets are just too great for anything else to stop. With the collective wisdom and efforts of "Barisan Rakyat", we wish it will reach its intended orbit and accomplish its mission. This is exciting time for Malaysia and Malaysians.

Jeff, good to see you blogging again and congrats to your victory in Jelutong.
One thing Jeff, make all the wakil rakyats accessible, list their mobile and email and their office address in case we want to snail mail them. As a Chinese, I don't mind the new state government pay 80% of their time to the Malays, damage control and goodwill building but for the unity sake, get the CM to mind his words because as there are just too many people who will be trying to create havoc and chaos.

Jeff - Chief of Staff? Good for you. But the new administration at Penang will not be able to deliver the results for the rakyat without professional help. Dont waste time. You should know better than most. This posting is not for publishing. There is a fax waiting for LGE's attenttion at his Komtar Office. Pls act on it. There's also an email sent to LGE. Act on it. The proposal is valid and real.

Underground sewage system is the way to go. No developed countries have exposed drains that are ugly, dangerous, and prone to clogging. Most roads in Penang would be widen by at least a few feet if all the drains would go underground, as the exposed area could be covered up and use for parking or other purposes.
And treat the sewage before discharging it to the sea.

Dear Jeff, Thank you for being to represent us in the parliament. I know you are the busy man now who are going to be the ears and mouth for our Malaysians now.
Some words that i have long wanted to get someone to help but dunno who is the best person or where is the right channel.
Just my thoughts about the education system:
"Please Deliver More Value Added Tasks"
Many times when I encounter my experience with government sector service, I always feel thankful for what the government is doing for us, i.e. providing free education for up to secondary and almost free health care service for all walks of life, rich and poor. I mean where can we find this in other part of the world.
I am most happy to be able to study until secondary school at a very minimal cost and when I was attending my uni, it seemed to me that the fees was as low as a kindergarten school fees! What more do I ask for? I was able to find job immediately after graduation ---- no such thing as unemployed due to 'no job available'.
When I was pregnant, the nurses and the doctors in the government hospitals took superb care of me. Their valuable advice meant so much to me especially in promoting natural birth and also breastfeeding. These are the people who should be given credits for all their hard work. Hats off to all here in service! Though many times we hear human error causing death in babies or mothers, but who don't make mistakes? By the way, there are many human errors done by private hospitals too but the highlight was probably not as strong as this one.
However of all the roses here, it would be a bigger garden of roses if, and only if, the beautiful people here can do some deeds to further improve their service:
If the top notch people in the specific field could do MORE VALUE ADDED THINGS rather than spending time and money on unnecessary rituals. I once encounter a so called surprise spot check visit by an officer to a 'klinik desa'. Mind you, I was thinking that he could spot things like how to further improve the long waiting queue by the patient. But instead of doing so, I heard him commenting to the nurses and doctor that they should plant more bougainvillea to further enhance the outlook of the clinic. I thought the small garden preserved by the clinic was already well enough to 'attract' patients. There must be more value added things that the officer can do. Or else what is the purpose of doing visiting?
Please don't do anything just for the sake of doing it. I see it happening in education sector too. For example what is the purpose of having teachers to be trained in so-called ICT(Information computer training) when in fact some of the training are quite unnecessary. Please screen off teachers who have already have knowledge in ICT so that they don't have to attend courses. Why waste the money? And why let the classroom without teachers when attending courses? Students were most happy when the teachers were away. And in some cases teachers were happy to be away too because this is a time for relax(?!) . (Hey! I thought this was supposed to be a training course. I didn't know it turned out to be a holiday programme.).
But don't get me wrong, I am definitely all in for this training thing but spending money on this type of training is really aching my conscience. I want to see more poor students getting subsidies, I want to see 'poor' teachers who have to give extra tuition to survive to get more rise in their pays so that they can concentrate more in doing other value added things in school, such as counseling or simply by talking to a student from a broken family. And most importantly I want people to REALLY benefit from the money allocated from this part of the budget which actually came from the taxpayers.

Congratulations on you, the blogger and your party DAP landslide victory!
To be honest, I am from Gerakan which was defeated by you & your party totally on 8/03/2008.
But, just like a lot of Penang people we are prepared to give you and your team 4 years to prove your team ability, integrity and sincerity.
Personally, at least myself will support whatever reforms that are going to benefit penang and bangsa malaysia in long run. BUT BEWARE of a lot of power brokers who now flock to your CM and his team including you Jeff. They are in for big big agenda.
In Jeff we trust, nevertheless.

i would like to suggest to you the following for your consideration
1) Get your self a personal team of competent secretary and assistants to assist you in your new resposibility. From keeping up to appointments/meeting, to drafting policy, runnning errands, dictating letters/blogs and do research some issues. You need to keep your sanity intact, have time with your family and at the same do your job effectively.
2) Negotiate with you boss on your pay and assistance. Don't hesitate.It is your right. Chief-of-staff is a very hectic job.

First of all, thank you for offering yourself to serve Penang and our beloved country Malaysia. In actual fact, you have done that as a blogger even before you get elected. Now it's just added more responsibilities on your sholder. Please for the sake of the people, take sufficient rest and take good care of yourself.
I always hope that our Cabinet or state exco can be assigned to the right people with relevent capability. Instead of based on the party background. For example, could Penang exco assign a BN candidate who really capable and work for the people? Probably this is just a dream that I will not be able to see in my this life. And surely I am asking too much as we are just at the infancy of Democracy.
Btw, my wife has a conspiracy theory about the result of 12th GE. Please remove this conspiracy part from the post. Thanks.
The theory is Abdullah is the one that anonymously help and support the winning of DAP-PKR-PAS. In such doing, he could clean up the bad blood in BN and able to carry out changes in BN. Even though Abdullah was chosen as the successor to Dr M but actual power are still not available to Abdullah. He can get the real things (such as corruption, abolish unfair policies, kick out 'dead wood' etc) done. There are a few reasons for this: 1) The cronies resist to change because it means they cannot continue to get the wealth that they have already enough since the reign of Dr M. 2) He does not have strong tie to the supporters that support him. Most of the supporter might not support him from the bottom of their heart because supporting Pak Lah means no more money for the pocket in future. This is because Pak Lah tried (and failed most probably because of this reason) to fight corruption. Those people have some dirt on them. Supporting Pak Lah means they eventually might get to visit BPR office. 3) He can't kick the 'dead wood' out from the game directly as well. Because this will create too much unknown and consequently too much risk to the stability of the country. 4) As a person who has been as ambassodor for so many years, he knows what are the right things to say and not but he made so many mistakes during the period of campaign such as the TV show at the eve of poll and allowing his SIL to bark around which gather the anger of the general public. 5) Abdullah immediately admit BN accept the loses after the poll result. He had demonstrated the spirit of Democracy. Do you think Dr M will allow these to happen? There are lots more 'mistakes' (e.g. ISA on Hindraf leaders etc) that were shown by Abdullah which ultimately wakes the political awareness of the general public.
All in all, even Abdullah did not have the good intention, it is not deniable that he had demonstrated the good spirit of democracy by accepting the poor result of BN in 12th GE and he has moved the democracy of the country one step forward. It is amazing that to see my colleague taking leave to go back to home town in order to cast their vote and the general public were discussing the current situation of the politics.
Please stay focus and build a Malaysia for Malaysian, irregardless of party background and race. Like the Chinese saying 不集细流, 无以成江海. Absorb all the good from everyone, only then we can be strong.
One last comment, I felt that DAP sometimes can be too racist too e.g. LKS's initial statement about boycotting the swearing-in of Perak MB. We should get rid of the mentality of race. To me and a lot of Malaysian, who becomes the MB or CM does not really matter as long as he / she is capable and works for the people.

Hope it's not too late to Congrats you and also Chief-of-Staff for CM, though FOC.
DAP had been attacked on all cylinders by UMNO controlled media, particularly Bernama and Utusan. I was shocked when Utusan carred a frontpage Big Header "DAP BIADAB" when went to newstand the other day. This is definitely provacative to fan the Malays sentiment.
Right after election day, saw a few comments in Bernama posted, interviewed a few detrimental comment claimed Rakyat don't mean to give Opposition to govern States adminstrative but merely cheated by Opposition to deny 2/3 strategy. Though we encourage free speech, but certain comments seems to try to undermine Opposition, particularly DAP.
But one advice for DAP to ponder, esp Penang Govt., hope the leader should stop politicking too much after election, instead like you said, go down to work right away effectively and produce results, rather than seeing lotsa comments in the media response to unnecessary accusation by the BN govt, especially at Federal level. The party leader need not necessary response to each comment made by BN, instead prove to them thru dedicated service to fellow penangites, action is louder than words.
Peoples, particularly those in Penang have very high hope on the govt and DAP especially, both at State and Parliament level to play a pivotal role in moving the state forward.

I would like to suggest DAP and also the DAP candidates to issue a statement regarding the donation money... Many candidates which included you, as well as the DAP had received a fair bit of donation from web as well as from on-ceramah donation... to ensure integrity and transparency of DAP, I wish that all of you will acknowledge the public how much donation you receive, where and how did the money go to as well as what to do with the money left...
Also I hope you could push the coming PDC chairperson to donate the "education-purposed" land to the schools that need it... :)

When a new CEO of a big corporation is appointed, the first 100 days are crucial as it provides some direction to where he/she will be guiding the company.
So, this should go the same to newly appointed state officers (CM/MB & its EXCOs). If you have your plans for the 1st 100 days, kudos! If not, I’d like to suggest that you work it out. Quickly but not half past six kind of job! We’ve had enough of it.
Based on your blog input, may I suggest the following items:
1 : Screenshots
For the daily running of your wonderful blog, if you're running this blog alone, please oh please hire a team like what RPK did for Malaysia Today. Doing everything by yourself is similar to Pak Lah holding too many portfolios than he can handle!
2: Master plan
Persuade the new CM of Penang to have a master plan of what to be achieved in the first 100 days. Checkout the best practices of new government coming into power. I'm sure internet savvy chap like you can find something on the Web. Worst case- Business Turnaround Plan by Idris Jala of MAS would be a good base to start with. Then, once a plan has been conjured up, everybody in the state can start to work towards it. Of course, please engage with people on the plan to get their buy in and agreed by people. This may be a challenge but your plan must fulfil the people's needs. Engagement, engagement, engagement. That is the very basis of how to become transparent!
3: Org. Structure, Job Management & Pay Philosophy
Work on the Organisational Structure, Job Management & Pay Philosophy. Okay these bits are a bit technical from Human Resource (HR) point of view but I hope you would really consider this in coming out with new Org chart and the jobs that would come with it that would eventually put the state governance in good standards, at par with world class standards.
A good and strong organisation has a robust structure that can withstand the changes both internally and externally but still deliver what it is required to do. So, make sure you have a good org. structure.
Then, secondly, analyse each job in the org chart since different job would have different size (i.e. impact, decision making power, complexity of jobs/works need to be done etc). Get these jobs evaluated and pay people at that job accordingly.
With that, decide what pay philosophy (some call rewards philosophy) you want to engage on. This is where I’d like to highlight a little bit the success of Singapore’s government in wooing people into the government because Singapore gov’t recruit the best out of the best to run the government. I believe this should be the case too for our country but unfortunately, talents in government are not the ‘best of the best’ and are normally leftovers where the best ones have gone to private sector. So, in order to attract, retain and motivate the best talent in the government, you might want to really study what kind of pay philosophy you should be looking at. For instance, I think Singapore’s govt aims to pay the best in the country, even better than the private sector since their impact of the job is bigger. So, have a thought about it because the younger generation of people are quite money minded that you need the carrot and stick to incentive them. Reward people because of their performances. Once the talents are well taken care of, they will give you the best! Then you’ll have group of talents that are really performance based people that in returns should be fulfilling what the people expect out of the government. If they don’t perform, kick their backs out of the government like how GE does with their underperformers.
All of the things I’ve said above can be worked out with established HR consultants. And don’t worry; I ain’t selling anything to you because I am definitely not a consultant, but just a young fellow who sees the importance of these things in any organisation. For the sake of your organisation, have good thought of it. If all of this sounds very naïve & novice, pardon me but it works freaking well in big big big corporations.
4. National Service
I admire you for your decision to run the state office as it is definitely a national service. Not many people can do it because I believe others would just know how to talk, criticise and complain. That’s us, the typical Malaysian people. So, I hope you’ll take things easy and always remember that you’re now doing a national service which I can guarantee would be are quite challenging. Always be humble because the pakcik & makcik, apek & amoi, an-ne & achi whom you see everyday voted you into office. They are your stakeholders. They are your master. The people is always bigger than your political party whether you’re DAP, PKR, PAS, UMNO, MCA, MIC etc. So, serve them well and really really think hard of the actions that you’ll take. Causality – action and reactions. I will continuously help out to my best ability to ensure that Malaysia will be what we all dream off.
Good luck with the above and I truly hope to see a truly efficient, professional, fair & justice well conducted government, not just in Penang but throughout Malaysia, both non-BN and BN controlled states.

p.s. I want to see leaders in this country to inspire its people, that their words will burn and wake the giant within us! I want to see leaders that we all can be proud of. Congratulations.
These are indeed exciting times for all Malaysians. I equate that to Merdeka II. A chance to correct the ills of the past 40 years - post 1969 anyway.
I have always hung around in hope rather than migrate as I do not know of any other land except Malaysia. We are fourth generation Malaysians - longer here than most of the population.
Let's prove that with the intelligence and will-power of a multi-racial team, we are able to propelled the country forward based on the Penang and other non-BN states model.
