Good luck in training the mindset of the staff to do away with the "I dont know" and "not my problem" attitude.
They should start by turning on the phone ringers and actually answer the incoming calls on general lines.

We are we implementing such a good system only in the Klang Valley areas?
Is it so that some minister can say we should compare our neighbour with KL and the entire country?
Is it because some minister thinks our neighbour is not a real country, so that we don't need to get serious about other states?

With regards to the directive of all calls must be answered within a short stipulated time.
It does. After 3 rings, a friendly voice picked up. Next, we asked for whatever we wanted. And we are politely put on hold ...
FOR THE NEXT 15 MINUTES!!!
WTF.
