Apparently, the Opposition's questions on corruption in Malaysia has irked him.

He called for tighter control of the media.

The Lower House Speaker, Ramli Ngah Talib, said he can't cite Nazri for using unparliamentary language because "such language was used all the time", The Star reports.

Even journalists covering the Dewan Rakyat proceedings could not recall how many times Minister in the Prime Minister’s Department Mohd Nazri Abdul Aziz repeated this word.

His target was none other than the Opposition Leader, Lim Kit Siang. The two heavyweights locked horns over corruption today.

Unhappy with the lengthy explanation provided by Nazri on Malaysia’s poor placement in Transparency International’s Corruption Perception Index (CPI), Lim quizzed him on the corruption allegation against Deputy Internal Security Minister Mohd Johari Baharum.

Johari was accused of receiving RM5.5 million in bribes to free several criminal suspects held under the Emergency Ordinance (EO). The deputy minister denied this but an investigation was launched.

“How can he (Johari) come clean when the ACA (Anti-Corruption Agency) has not released its findings, and when the Attorney-General (AG) also keeps mum?” asked Lim.

This question irked Nazri, who retorted:

“Malaysia will never develop as long as we have people like Lim. All these (corruption allegations) are lies. Why are you so stupid? Where are the allegations? You have no brains. Stupid, stupid, stupid!...

“All these are lies. Where is the RM5 million? There is no RM5 million, which means the allegation is not true.

“If you want to know why the AG is keeping quiet, you should ask him and not me. I cannot answer on his behalf because I will be accused of influencing him.”

Lim, who was also seeing red by this time, responded: “The AG is not here. But you are here. And you have the responsibility to answer.”

Speaker: No ruling

At this juncture, DAP MPs rose to defend Lim and urged Dewan Rakyat Speaker Ramli Ngah Talib to make a ruling against Nazri for using improper language in the House.

However, the Speaker refused to do so.

“Improper language is used all the time in Dewan Rakyat. If I make a ruling every time it happens, we will not have any time for debates.

“Even though I don’t encourage rudeness in the House, I will not make a ruling. However, I hope MPs will be more careful with the language they use in future,” he said.

This prompted Nazri to throw in a sarcastic comment: “Since stupid is not proper, I will use ‘not smart’ instead.”

Earlier, Nazri (BN-Padang Renggas) was responding to Dr Wan Azizah Wan Ismail (PKR-Permatang Pauh) who asked Prime Minister Abdullah Ahmad Badawi to state if he is focussed on fighting corruption since Malaysia’s ranking in the CPI was on the slide compared to neighbouring countries such as Indonesia, Vietnam and Singapore.

While agreeing that the ranking had deteriorated, Nazri, however, argued that the CPI does not reflect the real corruption situation in the country.

“We were ranked 39th in 2005 and last year we were ranked 44th. However, more countries were included in the study last year compared to 2005,” he said.

“Furthermore, the report is based on perception and is contrary to the real situation. Nevertheless, the negative perception must be treated as a lesson by everyone in order to work harder to fight graft,” he added.

Singapore - not a real country

The minister also said that Malaysia must not be compared to countries like Indonesia, Singapore and Vietnam.

“Singapore is not a real country, it is a small island. Singapore’s population is just three to four million and there are no opportunities for corruption, unlike in our country.

“As for Vietnam and Indonesia, I understand that they received lower rankings last year. But being among the first 200 is not difficult. But once we get to be among the first 40 or 50, it is difficult (to improve) as we have reached a bottleneck,” he added.

Wan Azizah then asked if the government plans to allow the ACA to be answerable to Parliament in view of the many corruption allegations, especially against top politicians such as Johari and Sarawak Chief Minister Taib Mahmud.

“We have a freer media now that allows many voices to be heard. That is why we have many people making unfounded allegations in the media,” responded Nazri.

Citing the Johari case as an example, Nazri said the allegations had appeared on blogs and anybody could create a blog.

“All these are people’s perceptions which cannot be made as a basis for charges,” he said, proposing instead on a more tighter control of the media.

What a way to beat around the bush.

Seems like they still think corruption is due to the freer press and not because of greed. And since Malaysia is a big country compared to Singapore, the chances to be corrupted is higher. Why dont he compare with USA which is bigger than us?

disrespectful to the parliament and the rakyat, rude to fellow colleagues and insolent till the end - this shameful behavior alone should land this arrogant sob in jail - if only we have right thinking people managing the country and not someone who sleeps more than work and who spews rethoric while the rakyat is besieged by robbers on the street and clowns in the parliment!

It is just shocking. he is more like a thug than anything else. He is a shame and disgrace to our nation. How he managed to get his job is beyond me.
I personally think he need anger management and some manner courses. Better still, resign asap.

After seeing the YouTube video, I suddenly feel that I am qualified to run for the next election. I can become a MP too. Tom, Dick and Henry can become one.

He's a thug and the Speaker actually condoned such acts by not condemning his actions, at all! I guess it's a BN culture huh?

It's true Jeff. How can we even complain when it's us who people that chose this government. Before you vote this time around, remember 2004, and remember the subsequent events that happen, the "kris thingy", the close one eye incident, the "balik china kalau tak suka" intimidation, the "bathe in blood" incident,..etc etc etc. We need a stronger check and balance. Like a girl being wooed, don't given in easily. Play hard to get. This will increase your value..

The minister also said that Malaysia must not be compared to countries like Indonesia, Singapore and Vietnam - Except when it comes to the toll rate, the prices of essential goods, petrol, diesel, etc.

Just take a video camera, stand outside parliament and film the PDRM sentries guarding the front gate and wait for the next car to accidently drive down the wrong road into the parliament and watch teh sentries ask for a bribe because it's aparently an offence to drive up to road into parliament without a pass, by mistake or otherwise. Then show that tape in parliamant.

Nothing would be a bigger slap in the face for Nazri than for him to watch the Police at the front door of Parliament engaged in corruption. Talk about how deeply entrenched corruption is in this country.

That is a very caveman attitude from a guy in the prime minister's office. I am really dissapointed with the way they handle the debate at parliament. We dont pay those taxes for this kind of government. Malaysians need to realize that they have the power to change everything and get rid of the 'tak apa' attitude. Its a loooooong way before we can live happily here in a country we call Malaysia, TRUELY ASIA.

Someone with the resources should make copies of these CDs and distribute them come next election. That will have an impact on the voters!

He should see his appointment to the JPM not as special anointment but so that people can keep an eye on his..mouth.. and that's because he seems to have a problem with his brain.

In fact they should pass a motion in the next session to make urine tests compulsory for MPs. Imbibing controlled substances would explain such thuggish outbursts.

How else can one explain that he uses the whole country, Malaysia, to compare with Singapore on the matter of corruption? Why not just the state of Selangor of redoubtable integrity? That's about comparable land area. In fact we must be having the first government in the world which can excuse the level of its corruption based on opportunity for it increasing with size of the real estate. Corruption has nothing to do with land mass. It has everything to do with factors such as political will, checks-and-balances, enforcement and transparency. And saying that if one climbs up the index there will be a bottleneck makes all wonder what mumbojumbo thought process took place during that fateful session. If that's the way to coin an excuse for not wanting to improve proactively, finito-lah malaysia-ku. Even the mule in Shrek will say arguing like that is nuts.

Seriously, if he's too free and easy with his post, he should take on those factors and see how they can be augmented in the governance of this country. Some of the money so saved can be used to repair the next round of roofy leakages, wherever they may occur.

And lastly they should start looking at one of the real bottlenecks in parliament. Start with the Dewan Rakyat Speaker. If he has no spine, he should return to rest in his constituency, which it was said was the only place he cared anything about when he was an MB of a whole state.

Serious issues in august places need serious discussions by mature MPs, not histrionics, verbal diarrhoea and the jingoisms of jamaican jackasses.

What a narrow minded person.

Using his logic, Malaysia is not considered a country to USA/China/Russia etc, which have larger land than us, because we are too small compared to them!

So to say, Malaysia will never be considered as a country, as long as American etc have the logic like Nazri.

This is the guys who kissed Tun M's hand regularly when he was PM but had recently asked Mahathir to get out of Umno if he is a jantan. He is now AB's hatchet man and kissing AB's and KJ's @#$%^ all the way. Very thuggerish behaviou and behave like "someone tak masuk ajar". Jeff we should show more of these clips so that the public knows who we have voted into parliament.

that only want to win. I think we should have a new song dedicated to him "Kid in the Parliament", so childish....... And today that we are celebrating our 50 years of Independent Day but still we are ruling by people with this kind of mindset.

This actually brought tears to my eyes.

To add, do they know they're being watched? On a semi-global scale? I cannot fathom anyone KNOWING they are being watched and THEN choosing to behave and use words like that. Makes me wonder if he knows he can't be touched.
