ALL BLOGS... National media scene

I was a panel discussant alongside A. Kadir Jasin (The Scribe), Steven Gan (Malaysiakini) and student leader Dr Kamalan Jeevaratnam at the Perdana Discourse Series #6 yesterday.

Dr Mahathir delivered his keynote address themed: Media and National Development, and we four were tasked to give our perspectives on pointers of our choice.

'Be truthful': Dr M approves Malaysian bloggers

I was too busy staying attentive to the speeches delivered and took notes, so I had to rely on media reports on Dr M's take on bloggers in Malaysia. My impression as a live-witness audience is that Dr M was hopeful and supportive of Malaysian bloggers.

It seems to me that The Star may have misreported on Dr M's stand on registering bloggers. The newspaper says today: " He said it was good, provided it is not used to threaten bloggers when they write the truth."

Now, contrast The Star's report with the one reported by Malaysiakini, which sent two reporters to cover the event:

The former premier also spoke approvingly of bloggers but urged them to be truthful.

“The main thing (that bloggers should do) is stick to the truth. Don’t embellish it (news) or exaggerate it.

“(They should) not give info that is deliberately wrong [...] and then claim the role in correcting misinformation coming from other sources,” he said.

Later at a press conference, he was asked to comment on Energy, Water and Communications Deputy Minister Shaziman Abu Mansor’s idea to register bloggers in the country.

Mahathir said such registration was not necessary.

“It is like licencing of the media - if it is something that is necessary then it’s okay but if you register (bloggers) in order to threaten them, that I would think that is very bad,” he said.

Malaysia’s Mahathir defends bloggers

Malaysia's former premier Mahathir Mohamad Wednesday emerged as an unlikely champion for the country's bloggers, arguing they provide a valuable source of news.

Mahathir, who in recent months has complained he was being censored by mainstream media, said people were turning to blogs and online news journals because of Malaysia's tightly controlled media.

"There is no doubt that bloggers have provided us with an alternative source of news. By and large, they have been responsible," Mahathir said after speaking at a conference on the media and national development.

"At the moment, with the atmosphere prevailing in the country, many people are turning to the bloggers for news," he said.

"That is what the government should learn, if you suppress news then the alternative source will gain credence," said the former leader, whose daughter Marina has her own blog.

The comments from Mahathir, criticized for suppressing press freedoms during his 22-year tenure, come amid unprecedented defamation suits against two well-known bloggers by the government-linked New Straits Times Press.

Malaysian bloggers have also come under fire from Prime Minister Abdullah Ahmad Badawi and his ministers, who accused them of spreading lies and have threatened punishment and tighter controls on Internet use.

Malaysiakini's Chinese edition put a subhead by categorically saying that Dr M was against the registering of bloggers:

I think AFP and Malaysiakini's versions are more accurate. But then, if I had heard it wrongly, please correct me.

The love-hate relationship between the government and citizens is caused by those who are increasingly blogging about ‘emperors in their news clothes’, said blogger Jeff Ooi.

JeffOoi_20070418-Perdana.jpgOoi was speaking during the panel session at the 6th Perdana Discourse Series entitled ‘Media and National Development’, organised by Perdana Leadership Foundation in Putrajaya today.

“This comes from the comments made by those in Parliament asking for bloggers to be registered. Bloggers are also labeled unemployed and as frustrated journalists.

“Imagine, bloggers are being defined by non-bloggers,” mused Ooi, referring to the growing misunderstanding of bloggers.

He observed that there is a new generation of Malaysians who are more vocal and opinionated and use blogs as their medium of expression.

Ooi said former premier Dr Mahathir Mohamad would make a great blogger.

“I believe should he blog one day, he would be a fantastic blogger. I hope he does that.

Perdana_20070418a.jpg“Just like most bloggers, he is opinionated and does his own research. He doesn’t need spin doctors or ghostwriters,” he said as the crowd of 250 people chuckled.

Ooi opined that a generation of ‘intelligentsia’ is fast emerging. These are people who are exposed to overseas education and communicate using the Internet for both work and play.

He added that the opinion space is no longer the monopoly of newsroom editors.

“Even the bloggers have their two-cents worth when it comes to shaping and influencing public opinion,” said Ooi, whose Screenshots has been dubbed as the country’s most influential blog.

Content is not king

Malaysiakini editor-in-chief Steven Gan, who was also a panel speaker at the function, said increasingly technology is redefining news media and its relationship to audiences.

“Content is king, so they say. They're wrong. Dead wrong. Content is not king. Technology is king,” he said.

Perdana_20070418b.jpg“Content providers - newspapers, television and radio stations (the traditional media) - are facing problems everywhere. It's technology and telecommunication companies that are reaping the rewards of the Internet.”

He argued that in years to come, media is anything people want to read, watch or listen to - whether this comes from amateurs or the professionals.

“That’s a scary thought, but we will have to learn to deal with it.”

Other panelists include former New Straits Times Press group editor-in-chief Abdul Kadir Jasin, who spoke about the history of developmental journalism before the country’s independence.

Meanwhile, veterinarian and student leader Dr Kamalan Jeeva touched on the role of blogs in sending the right messages to the government.

认同部落格为替代新闻来源
马哈迪坚称印刷法令是善法

曾获选为世界新闻自由十大公敌之一的前首相马哈迪,今日极力捍卫自己在执政期间的媒体政策,更坚称本身“问心无愧”。

他也力挺《1984年印刷及出版法令》的合理性,惟却表示有关法令的运用如同双面刃,取决于执法者的心态。

不过,马哈迪也在演讲中承认本身的媒体政策,的确曾经受到许多人的批评。

对于新兴媒体如网络媒体与部落格,马哈迪却认为它们能够成为另类的新闻的来源,以纠正来自政府媒体操弄者(Spin Doctor)所发出的不正确讯息。

马哈迪今日在一项由首要领导基金会(Perdana Leadership Foundation)主办的“媒体与国家发展”研讨会上发表逾一句钟的演讲,一再肯定部落格与网络媒体的重要角色,为读者提供多方面的讯息,避免人民遭到蒙骗。

“网络与部落格所上载的讯息,与需要执照的报纸所刊登的新闻有所不同......部落格有必要忠于事实,而不是提供错误的讯息,这样部落格可以扮演纠正其他错误讯息的角色。”

“新兴媒体非常重要,好让人们更加了解真正发生了什么事情,如果讯息只有单一的来源,那么我们将接收到来自媒体操弄者的误导性讯息,并将做出错误的决定。”

认为大马部落客负责任

在回答一名部落客的询问时,马哈迪认为,大体上马来西亚的部落客都是负责任的。他也指出,已经有越来越多人选择从部落格与网络媒体上接受讯息。

“这是政府应该学习的,如果你打压主流媒体,那么人们将逐渐接受另类媒体,如果政府让主流媒体更自由的散播讯息,那么部落格将会在报道方面遇上困难。”

以发执照方式管制媒体防止滥用

在阐述自己对媒体的看法时,马哈迪极力捍卫自己执政时期的媒体政策,包括《1984年出版与印刷法令》。

这名经常遭批评在执政时期打压媒体的强势领导人认为,由商业集团所拥有的媒体,其目的离不开赚取盈利,但是能够吸引读者的新闻却未必有助于国家发展,甚至可能对社会带来不稳定,因此政府有必要落实执照制度,以确保媒体提供负责任的报道。

“只有很少的例子显示媒体能够同时间受欢迎又负责任......因此,政府拥有足够的理由来落实媒体领取执照的政策,以避免媒体遭到滥用。”

《1984年出版与印刷法令》规定每家报章必须每年更新执照,也赋权国安部长吊销报章执照,而部长的决定不受法庭挑战。

他举出色情内容的例子指出,若媒体没有受到控制,那么它们将竞相刊登能够吸引读者的色情与暴力内容,就好像网际网络上毫无过滤的色情内容,是导致性犯罪日益攀升的原因。

马哈迪进一步解释,媒体能够塑造人民的价值观,引导人民建立有助于国家发展的价值观。

法令如双面刃,胥视用者心态

虽然马哈迪坚称《1984年出版与印刷法令》是一项“善法”,但是他也承认法令就等于一把双面刃,其好坏取决于使用者的心态。

“法令能够有利于国家发展,也可以被滥用来巩固一些事物,例如某些领袖的权力。”

“我不知道在我出任首相期间,我是否有运用这样的职权来确保自己出任22年的首相,我相信很多人都相信我的确有这么做”,说到这里,这名在位最久的首相不忘加上一句,“但是我问心无愧”。

捍卫茅草行动关闭3报章决定

另一方面,马哈迪重申自己并不赞成媒体封锁新闻或报道错误的讯息,或阻止人们批判或讨论国家政策,因为此举将导致人民做出错误的选择。

不过,倘若媒体的报道可能引起族群紧张或挑起种族主义,尽管他们报道的是真相,马哈迪认为政府仍然必须给于制止,

“有些时候政府需要压制一些新闻,那是媒体和政府的艰难时刻,因为这些新闻可能为国家带来灾难。”

他表示,其中一个例子,就是他在1987年的“茅草行动”中,关闭3家报馆,因为这些报纸在当时尝试煽动族群仇恨。当时被关闭的3家报馆是中文《星洲日报》、英文《星报》以及马来文《Watan》。

批评现今媒体自由今不如昔

早已与亲手挑选的继承人阿都拉公开决裂的马哈迪,当然没有放过向阿都拉政权开炮的机会。他研讨会后的一项记者会上,受询及本地媒体未来的走向时指出,一些批评现任政府的言论无法获得刊登。

“我被告知,一些支持我对政府的批评的文章,无法获得刊登。”

他认为,马来西亚目前的媒体自由无法媲美他执政时期的情况,“这是不健康的”。

部落格社群让布城精英畏惧

黄泉安认为,部落格知识分子群体的形成,以及他们所产生的足以动摇公共舆论的影响力,已经让布城的执政精英感到畏惧。

也是本地部落格先行者的黄泉安指出,随着部落格的崛起,新闻资讯不再受到媒体编辑的垄断,型塑与影响公共舆论也不再是媒体编辑的专利。

他强调,部落格所讨论的课题,不断在揭穿当权者的虚假面纱,“我们上载到部落格的内容,并不是什么裸露的美女图,而是国王的新衣”。

发挥长尾效应影响公共舆论

黄泉安(左图)进一步解释,部落格社群已经成形,由数名点击率超高的部落格带头,后面拖着许许多多点击率不多,但阅读群体不同的部落格,足以发挥“长尾理论”的效应,型塑与影响公共舆论。

“这就是为什么布城的政策制定者感到如此害怕的缘故。”

黄泉安也指出,部落格不仅创造了一个社交圈子,更演变成一个新的沟通管道,而且在虚拟世界形成了一个知识分子群。

他在问答环节时表示,科技的发展改变了媒体由上至下的沟通方式,网络让消费者密集谈论自己的日常课题,让每个人成为“利益相关者”(stakeholder)。

Mahathir has rightly pointed out that blogs should stick to the truth. Further, bloggers should refrain from using abusive, vulgar language when writing or responding to articles.It is a common feature to find in Malaysian blogs, derogatory vernacular language. Further, when bloggers/moderators are responding to comments, threatening overtures have often been made. Malaysian bloggers need to display a sense of responsibility & maturity while blogging. If bloggers identify themselves by name, it will help validate the source of information. Hiding behind a pen name raises elements of doubt pertaining to the veracity of their ulterior motives. This raises the question – should Malaysian bloggers be taken seriously?

The Spore Straits Times (http://straitstimes.asia1.com.sg)today carried a report on this by Carolyn Hong, its Malaysia Bureau Chief,under the heading "News blackout making blogs more credible, says Mahathir".

The report said that Mahathir said that many people now turn to blogs for information suppressed by the mainstream media.

He said, as reported: "If you suppress news, alternate news will be given credence. Attempts to control bloggers are bound to fail."

He said, according to the report, that he believed that bloggers have, by and large, been responsible, and urged them to stick to the truth without embellishment in order to stay credible.

He said, according to the report, that the mainstream media was withholding information from readers, and added that his own statements had been blacked out.

What is more interesting is the Straits Times reporting that Mahathir apologised for making a wrong statement that Prime Minister Abdullah Badawi owned a certain house in Perth, Australia.

Jeff - you should get to meet this Carolyn Hong. Apparently, she's a nice lady, and well-connected too!

Why now..?

So now bloggers found themselves allied to mahathir.
didn't he lie when questioned about the cost of building PM's reseidence in putrajaya?
didn't he cheat in many elections? first against razaleigh by introducing ghost branches which subsequently lead to umno's termination. secondly against Pairin in sabah b introducing illegals as voters, thirdly by introducing no contest rule for President's post in Umno and fourthly by not allowing young voters who came forward in their thousandss to register for the national elections only to be told that they could not do so.
can't you guys find a more credible voice to join forces with? But seeing you sitting with kadir jasin more or less sums up what I am getting at. during his tenure at nstp, the spin was at its height, so much so that sale of nst's and malay droppped drastically and until today have not recovered.

Dangerous Variable - I guess he just woke up that morning and realized what he had done to press freedom during his reign and this is his way of making atonements.

I better reason is, again I guess - the enemy of my enemy is my friend.

INTERNET does not operate in a legal vacuum.
