Meritocracy? Don't try to explain this word to your children. Depressed kids are not easy to handle.

He said Sta Maria was an exemplary civil servant with excellent work ethics and performance."
Thw Chief Secretary thinks the rest of the Malaysians, especially the non Malays are a bunch of fools. He is talking from the other end of his alimentary canal.
How many nonMalays over the last 30 years resigned or retired early because of this discrimination against their promotion.
How many Ketua Pengarahas and Setia Usahas are non Malays?
Does it mean that those non Malays working for the Govt are
a) hopeless and useless and therefore NOT suited to be promoted to the top of the dept/ministry
b) They are not hard working enough compared to the rest of their Malay colleagues
c)They are not qualified or experienced enough?
Everybody knows that promotion in the Govt service is based on race, not on meritocracy, seniority, hard working, etc.
The Chief Secretary is just dishing out another hogwash.
Reminds me of "Yes Minister" series.
He should first of all make a review of all the promotions in the past 10 years, never mind 30 years, and see how many non Malays, have been bypassed and what were the reasons?
All the non Malays working in the Govt service have resigned to the fact that there are two lists of promotions: one list of the Malays and another list of the non Malays.
And to be the Ketua Pengarah, unless there is NO candidate, a non Malay can forget about being even a Penolong Ketuea Pengarah or Timbalan Ketua Pengarah.
The Chief Secretary should stop fooling himself and the rest of the country.
First he has to sack all those racially prejudiced bureucrats ( MCS officers) in the JPA.
Have all public service promotions be transparent or better still, open to public scrutiny, if he means what he says.
