I would interpret the cartoon as the 'vulgar display of authority over innocence'. I will elaborate no more as I want to be a 'responsible' citizen...my keyboard has frozen!

Who is who? In terms of country, that depends on which country you are in.
In a dictatorial or criminals infested one, goliath is the criminal with power.
In a democratic and successful one, goliath is the citizen who guards the nation's interests.
Which group we belong?

Contrary to popular belief, democratic country does not mean the goliath is the citizen. Look at USA. The country is actually ruled by big companies who are willing to fund the hundreds of millions of presidential campaign, and in return you may hear something like Energy Deregulation in California: read http://en.wikipedia.org/wiki/California_electricity_crisis
But Europe is actually better but to say citizen is a goliath in a democratic country is quite misleading.

Yes, no perfect country. But, if not of their citizens, the US will withdraw from Vietnam? Will reevaluate its strategy in Iraq?
The Watergate and Clinton's misadventure will also not be known as what they are today. Likely, will be US's version of Guan Eng and Mohd Ezam instead.

First of all, you need to understand this: Goliath conjures up the image of giant who should easily pound anyone he wishes. Goliath today is who have lots of money and control of the media. Period.
The events listed by you are exceptions and they are big screwups that they can no longer be easily covered and sheltered from people's knowledge. And bear in mind, there are so many other things which can happen without people's consent but they were done anyway. How can this happen ? You control the media and so do the 'ignorant masses'
