Floods, and communication breakdown

Are we prepared for disaster management?

Screenshots readers have been alerting me of information blackout and communication breakdown aggravating the flood victims and their relatives on dry land. Rescue volunteers are also finding it difficult to locate the rescue centres to offer help and deliver alms.

Al-Jazeera (English channel) had a video-clip last night that reflected the same thing.

Thus far, the best bottom-up online effort in aggregating flood updates has been a Chinese-language website at http://segamat.8talk.net. It carries on-site photos that tell of inter-racial unity, ugly looters and peanut-noodle meals served to the victims; flood zone information and route guides that are regularly updated; and an interactive forum.

Bloggers like Rocky's Bru, Marina Mahathir and Lim Mun Kuen (a KL-based who worries about his parents and 95-year-old bed-ridden grandmother stranded in Segamat), are doing their bit to bridge the information gaps.

There was an SMS that asked me to highlight what the disaster areas need. Here are some snippets.

Hi Jeff,

I am trying to organize a convoy of 4x4 from KL to bring essential supplies down south. I drove down to JB last night and the highway is open but some roads inland from there are still under water.

I have tried searching for details of the disaster areas and the location of the relief centres but there are only sketchy details in the papers/online.

Can you assist me by getting some details of the relief centres locations and perhaps a call for supplies donations etc?

Dear Jeff

I am writing from Mua, where the past few days of normal lives has been disrupted by the recent floodings.

Though the area that I am staying in has been spared of the floods, water has been cut off for several days. Scores of houses are now without any water as their tanks run dry. I heard that mineral water stocks are flying off the shelves, as some people are forced to perform their routine personal hygiene using mineral water.

The last straw was today, when my friend's father informed us he heard that all petrol kiosks will be shut down effective from 6pm today. I took my car out for a refill, and all petrol pumps are inundated with cars. It looked like a mini scene from some disaster movie.

I am extremely frustrated, not so much by the water cut-off, but by the lack of information. I count myself lucky that my area here was spared compared to areas in Segamat. However, we should at least be told when we can expect water supplies to be resumed, or given replenishment. The information vacumm has led to rumours and hearsay circulating in town that water supplies will be cut off for weeks. It is really imcompetence at the highest levels.

I got to go - my friend just confirmed from one of the petrol kiosk's owner that he has been informed the electricty supplies in our area will be cut-off at 8pm - hence, better get some petrol in the car. Guess the rumour is true after all.

Meanwhile, Halimah Sadique has lambasted district councillors in Johor who were in a "holiday mood" when thousands of ratepayers in their towns were suffering because of the floods.

No, we are not. We can see it clearly from recent floods disaster. The authorities are not learn from the Tsunami incident which happened two years ago. Malaysians are too easy to forget?

Why not? We have a National Disaster Management and Relief Committee under the chairmanship of the Deputy Premier Najib. They had made early preparations for the floods at the national and state levels but there were some hitches on the first day because the waters rose so fast. They were caught off-guard by the unusual heavy downpour. In the past there was the “1, 2, 3 Action”. This time their pants were down.

Perhaps what must be looked at is the “management of the safe reservoir water level”. In Malacca, Chief Minister Ali Rustam said the water had to be released or the large quantity of water would have resulted in a worst situation. "If we had not done so, Gadek and the surrounding areas would have been inundated. With the release, floods occurred in places such as Taman Merdeka Jaya and Taman Thamby Chik Karim,

And the same is NOW happening in Muar and Batu Pahat, with MB Abdul Ghani saying:
“it would take another week for the situations in Batu Pahat and Muar to return to normal as the two districts had taken water from the overflow of the rivers as well water that was automatically released from the dams once the level rose above normal.
During this abnormal bad weather times, the managements should have pump out this dangerous “revenue” water instead of waiting for the automatic released. Why? Money down the rivers? In the case of Malacca, the release was at the treatment plant and the pump house. Are their reservoirs of sufficient capacities? Check the details at:

The overall situation has improved in all affected areas with fine weather on Sunday.
But whole of Kota Tinggi town is still submerged in water. And crocodiles are lurking around with Muar got back muddy water in the taps

Are we facing the Malaysian version of the Katrina relief fiasco whether the politicians do more talk and more talk about Govt giving more money, more politicians making State visits to the disaster area.

Only in a crisis like this will a capable and effective leader stands out.

Word has it that rescuers have been milking victims for money an average of RM200 per head to be saved. Furthermore, it has taken at least 4 days for the Nuri helicopters to be dispatched and even then, very few are to be seen. It's a sad situation.

Places in Johor that have not been flooded, i.e. Muar town, Tangkak town center have had no water supply since Thursday (21/12/2006).

Water distribution and rationing is extremely limited and even non existent in some areas.

Rumours of a power shut down in these supposedly unaffected areas have driven the entire town into chaos. Panic buying of merchandise, unimaginable queues at petrol stations.

Prices of kerosene, instant noodles, canned foods and especially mineral water have increased by two to three fold.

Residents have started milking fire hydrants for water supply and the queues have been long, and fights have been rumoured to break out.

Until yesterday, two main access roads to the Muar township were closed due to flood waters which were the Tangkak exit as well as the trunk road to Melacca.

88,854 people evacuated.

BTW, where the f*ck is those military force? They are suppose to be mobilise, oh wait, it is under dear DPM Najib jurisdiction.

OMG, and the government still refuse to declare those 3 state to enter state of emergency in order to mobilize the military to help.

Face saving is more important compare to the people welfare?

Johor = BN's stronghold.

Is this a premonition of sorts?

One question: Why the small insignificant red dot down south does not face the same calamity faced by Johoreans?

What they did which is different from us? Which creates a different outcome? The divergence happened since 1960s.

Two nations. Same history. Gap of years!

Perhaps BN should spend lesser on lawatan sambil belajar for the town councillors. Need not visit Shanghai. Just learn from the red dot down south.
