Pak Lah's maths
PM Abdullah Ahmad Badawi always treats the 9th Malaysia Plan (9MP) as his baby and is proud of it. You have to look into his maths.
Yesterday, Perak Mentri Besar Mohamad Tajol Rosli Ghazali revealed that, going by the allocation given to Perak under the 9MP, the state will be getting RM1.3bil to buy weapons.
But the MB said: “There is no such thing as a RM1.3bil allocation for the purchase of weapons for Perak.”
Mind you, this is the second such mistake detected under the 9MP for Perak.
Earlier, Tajol Rosli said there was a RM795mil allocation for Perak for the double-tracking rail project from Padang Rengas (near Kuala Kangsar) to Changkat Jering (near Taiping)
It was a mistake. Because the double-tracking project had already been scrapped, though there are quiet manoeuvres to revive it.
Big ticket items totalling RM2.1 billion!
Whose blunder is this? The Economic Planning Unit (EPU) under the PM's Office? Or the PM himself? Or both?
EPU: Integrity in question
It is noted with grave concern that, thus far, the EPU has not been forthcoming with its version of methodology that it had used to determine Bumiputra equity in the NEP.
The EPU's call at 18.9% has been challenged by a ASLI-CPPS report which put it at 45%.
In 2002, a UM report had put Bumiputra equity at 33.7% achieved in 1997, while more recently, a deputy Finance Minister had put it at 36.64%as told in the Parliament, a figure that was disputed by the Malay Chamber of Commerce.
Comments
So the question on the Malays Equity issue is not how much the Malays have as a race, but who is the greedy, individuals who hold on to these?
The main point here, in my opinion, is the spreading of the wealth. Not just in the Malay race, but all races as well.
Isn't this something that we should expect in a democratic country ruled by capitalist agendas?

Till now, the government still fails to explain the methodology they use to come out with the 18.9% figure. And the whole issue has been swept under the carpet.

"It is noted with grave concern that, thus far, the EPU has not been forthcoming with its version of methodology that it had used to determine Bumiputra equity in the NEP".
Can we ever begin to believe what the Govt tell us is the truth anymore? How long has lies been told to cover up or hide facts? Can we ever trust the Govt with anything? The longer the EPU's research methodology is not revealed, the more the people will make assumptions and perception is reality.

It will be swept under the carpet IF we allow it to happen. So, let's all keep this saga alive and constantly push the Govt to reveal its methodology. After all, if they are sincere and honest, what have they got to hide or be afraid of? We should constantly remind the people of this non-disclosure and lack of transparency.

Is like P.Ramlee songs' titled Tiru macam saya person at work.
Just call out the previous old file, do some edits changed the title a little bits, add major development item on it, add few more pages to make it look thick and good for Pak Lah presentation in the house.
Is copy cat, in anyway or at any angle viewing, Pak Lah is another copy cat of Che Det. He is PM, he is Internal Affairs Minister, and he is a Finance Minister too, you know, 100% like Che Det where he was in year 2002.
Another plagiarism?! Is from the teaching of _Not_So_Top_Priority: B.Pirah? Oh blame me! Mind me.

I have a explanation on why the 2 items ae still there.
The EPU must have cut n paste the old budget and when they modified it, forgot to take it out!

I hope Pak Lah will not bow under pressure to outperform TDM. Mistakes like this goes to show that Pak Lah is not in control of RM9. Skimming over the details and delegating it to the "Blue Boys of Level 4 Putrajaya" is definitely NOT the way to do it! The result? This extremely ridiculous careless blunder - imagine awarding Perak to buy weapons for RM1.3b! Finger pointing aside, let's hope Pak Lah will be more careful from now on. Don't be too hasty announcing mega projects like there's no tomorrow. TDM has his style and you have your own. He builds infrastructures and you did mention earlier that "What's the use in having 1st world facilities but 3rd world mentality" Let's build on human capital e.g. make Malaysians more financially literate.

many contractor who where given LOI where shaking and nearly piss int heir pants, when they saw their project is being advertise for tender. Some of them even already "belanja" certain people for "successfuly" getting big project.

Do you ever think of having or going to have a "like this post-email to your friend kind of features" in this blog?
It might come in handy for me to share story with my other friends who think mainstream media tell them all....

The so called error at the highest level of government in detailing the breakdown of the budget for the 9MP illustrates a recent phenomenom; that the civil service at the highest level is increasingly showing signs of sheer incompetence. This is not the first time that this has happened.
The nude squat case which resulted in a near diplomatic spat with China was another case. So is the crooked bridge project. Its easy to see why this is happenening.
Blame it on the NEP and LACK OF MERITROCRACY in the country which is now afflicting even the highest echelons of the civil service. This is what happens when national policies stress on mediocracity instead of meritrocracy. Do not be surprised if the situation worsens, as the more senior civil servants who were educated before the introduction of the NEP reach retirement age soon( many of them non Malay).

Whether it is 18 or 33 or 36 or 45 % really doesn't matter. What is more important is that that the country is gradually losing its competitive edge vis a vis with neighbouring countries.
Be rest assured that until the NEP or NDP is scrapped and replaced by a more equitable policy which stresses on meritrocracy and assistance to the underprivelaged irrespective of race, religion or creed, the country will continue to lose its competitive edge.
In fact, in the next ten years , we will be lucky if we can maintain our current standard of living. Other countries which were similar 'shining stars' like the Phillippines have since faded due to misconstrued national policies.
There are already signs that this is happening;
1. The fall in FDIs where a perinneal loser,Indonesia, has already overtaken us.
2. The migration, overseas, of thousands of skilled Malaysians ( especiall Chinesse & Indians)for better prospects and higher salaries, which is resulting in a skilled labour shortage locally. Ask the construction industry and other sectors.
3. The poor attitude and lack of skill of our local workforce with their 'tidak apa ' attitude. It is this problem that has resulted in many FDIs being diverted elsewhere where cheaper labour & a better motivated labour force abound.(China,India,Vietnam)
4. Singapore used to be our main competitor, but today, it is in a different league( Division One). Thailand which is our nearest current rival is gradually pulling away, inspite of the recent coup(Division Two). Next we will be competing with Vietnam, which with its recent acceptance into the WTO, and hard working and soon to be skilled labour force , will in the next 10 - 20 year most likely overtake us. Looks like in the next 10 to 20 years we will be in the same league as Indonesia and the Phillipines(Division Three).
5. Our stock market is one of the worst performing markets in the region, inspite of the recent rise.In terms of market capitaliastion it has dropped to sixth place in the region, compared with second about ten years ago.
Unless we begin to dramatically change our national direction, the writing on the wall is clear. My advice to all young Malaysians is to monitor the locally situation very carefully. If national policies remain unchanged, think globally.
Acquire skills for eventual migration for you and your children.

It is not in the interest of umno nor the malay chamber of commerce to dissolve the NEP. The malays will gain more equity from a shrinking wealth (which means malays too are getting poorer)unless policy is reversed. As for migration, 20% of new zealanders work abroad.
