Big money and the YABby Club

Only the country's Number One and Number Two, plus the Menteris Besar and Chief Ministers, deserve membership to the YABby Club. They are the elit Yang Amat Berhormat.

Their bills these YABby Club members cranked up have attracted much public attention of late.

At the Parliament yesterday, MP Tan Kok Wai (DAP-Cheras) said he has reliable information that the ‘maintenance and replacement’ works being carried out on the security system at Sri Perdana will hit the RM20 million mark.

“The prime minister as the highest leader in the country deserves the best security system at his residence. But is there something suspicious about the unusually high quotation?” he asked.

This is the cost breakdown Tan tabled at the Dewan Rakyat yesterday:

Tan has one side of the country and we will wait for Tan's figures to be challenged with Pak Lah's facts. Meanwhile, You may have noticed, from Malaysiakini's reports, that topping the list is the RM4.29 million to upgrade the anti-terrorist barricade, followed by RM3.88 million for the perimeter intrusion detection system and RM3.46 million for the close circuit television system (CCTV).

Whereas mobilisation, workers compensation, all risks insurance, clearing of rubbish and coordination works amounted to RM1.32 million.

Only specs in the Open Tender documents will tell us the actual costs by industry standard. Was there an open tender in the first place?

State YABbies

Now, the YABby Club at the state level.

Early September, the Auditor-General’s Report 2005.tabled at the Parliament revealed that special fund channelled to several states for the purpose of helping the poor has been used for unrelated matters like renovating the official residences of menteris besar (of Kedah and Negeri Sembilan).

Apart from this, money from the fund was also used to erect billboards advertising impending visits by Prime Minister Abdullah Ahmad Badawi as well as his deputy, Najib Abdul Razak.

According to the report, the fund is made up of money from national oil giant Petronas, which is channelled by the Treasury to certain state governments via the state development and finance agencies.

The fund was initially Petronas' royalty payment to Terengganu but this was later converted to a special government fund after PAS won power in the state in 1999 so as to deprive the Islamic party from accessing the money. And Terengganu blew away RM665 million just like that.

Just bills, no ethics

The Ethics Bill, approved by the US Senate last week, was passed by the House of Representatives yesterday. According to Washington Post, lawmakers who deliver money for hometown pet projects -- what Americans call "pork" -- would have to be publicly identified.

A new website will be set up by 2008 to tell Americans which companies win government contracts and grants that the public could access.

According to Blogger News Network, the website would create a contracts data base that will make currently hard to track contracts, such as defense, easier.

Malaysia doesn't have similar Ethics Bill nor a contracts tracking website. So you only get the bills, no ethics. Meanwhile, you have to read on for more quotes from Malaysiakini, September 6:

For the period between 2001 and 2005, a total of RM1.63 billion has been allocated. Of this figure, RM1.04 billion has been spent.

Apart from Terengganu which received the lion share of the fund, it was decided later that other poorer states also received some the money - Kedah, Kelantan, Perlis, Pahang and Negeri Sembilan.

The report said Kedah was allocated RM40 million between 2003 and 2005.

Apart from putting up billboards on the premier and deputy premier’s visits, the state government had also used the money to buy pin labels for dignitaries as well as hats and clothes for the state assembly’s march pass team in conjunction with the Merdeka celebrations.

The state government also used money from the fund to pay for the carpets and ‘timber blinds’ in the menteri besar’s office as well as filming equipment for ntv7 crews.

According to the report, based on the feedback received from the Treasury, these expenses occurred on the orders of the Kedah menteri besar.

The report also revealed that RM110,000 from the fund was channeled to Puteri Umno Sungai Petani based on a working paper to set up a tuition centre.

The payment should have been made based on the monthly claims submitted by the centre’s teachers instead, said the report.

The report also disclosed that 700 computers worth RM2.10 million were bought with the fund’s money without calling for tender in 2004. The computers were to be distributed to the village security and development committees in the state.

Another RM190,374 was spent by the state without the Treasury’s approval for among others, congratulatory messages in newspapers and office equipment.

Meanwhile, Negeri Sembilan took out RM5.44 million from the special fund allocated to it to acquire furniture for the Seremban and Port Dickson district councils administration office.

Another RM4.50 million was used to convert the state's official guest house into the menteri besar's residence.

Terengganu, where the allocated special fund for 2004-2005 amounted to RM665 million, used the money to pay for the management and development cost of the state.

Although the money was used for matters unrelated to the fund’s objectives, the state government had obtained the approval from the Treasury, read the report.

Perlis, on the other hand, used RM17,800 from the fund to pay for a nation building course attended by its employees. The report said the Perlis state development agency should have paid for this.

Pahang spent RM0.92 million from the fund to finance the additional cost incurred in the construction of the Islamic Council and Malay Cultural complex.

The report stated that the additional cost should have been borne by the Pahang Islamic Council.

In Kelantan, projects involving the special fund were implemented after obtaining the agreement from the state Umno liaison committee chairperson instead of the implementation coordination unit director-general or the Prime Minister’s Department.

The non-bumi bloke who did the actual work probably charged less than 50% for all the work including equipment, fittings etc. The chap with all the MOF bumi license and connections got the rest.
Which reminds me when the American senate questions the high cost of parts supplied to their warships in the late 70's/early 80's. A toilet seat cost thousands and screws, nuts and bolts cost hundreds of dollars.

actually, the cost is not THAT high... if the equipment supplied are top of the line imported american stuffs, or slightly lesser if european, plus foreign expertise to install and commission the thing, plus 30-50% markup by the main-con, you can get to that kind of value...
now may be 30-50% markup is unheard of in fair openly tendered contracts, but for umno-putras, it must be the least you can expect to pay, and that's provided you are dealing with a reasonably ethical contractor.
there may or may not be non-bumi subcons. one can always engage foreigners only. any non-bumi sub-cons may be just local agents of these foreign suppliers.
if you are looking for misconducts or such in this project, you may not find one, because everything may still be done according to gov policies - no tender, high markup to enrich bumi contractors, top of the line equipment to protect the pm, etc, etc. but if you are attacking the policies - well.... i think who ever exposed this info is in risk of being dealt with under osa... you don't think so?

And recently, a "civil servant" just ask to install feudalism system to topple the democracy for "political stability".

For such a big and prestigious building, if a security system is required, normally it is installed during construction stage, so that most of the material especially cables can be concealed!

Who was in charge of the design, work supervision and acceptance of the system?

I wouldn't mind to be the jaga for PM's residence throughout my entire life for RM20 milion. Just pay me upfront RM 5 mil now, RM 0.5 mil yearly for the next 20 years, and another RM 5 mil when I die, made to the nominees stated in my will. That'll be a real value for me. I won't mind to 'mati' for the PM.

ok..ok..Contrary to the popular belief, I strongly feel there's not even one soul out there who would dare to break into the PM's house. The 3 Police guards infront of his house is MORE than enough to secure the whole place even from Jet Li, Mike Tyson or Bin Ladin for that matter. Infact I'm sure they would want to make appointment to see him even if their intention is to steal anything from Sri Perdana. RM 50 a day to feed the 3 guards breakfast, lunch and dinner would already be sufficient to ensure trespassers be killed on the spot! Maybe, Pm wanna see less of his SIL, thats why the sophisticated and expensive system.

In fact, with that amount of money, you can actually hire one kampung of people to spit on the pepertrator. The amount of spits will drown him in seconds. You can buy a vote with RM200.00. Now imagine how much spit you can buy with that amount of money.

The Islamic terrorists will go for Bush, Blair and the likes, NOT malaysian PM for crying out aloud!!

As for spending by the YB and YAB's, this is only the tip of the iceberg, my friends. We all KNOW that's how the country's income and tax payers' money have been spent all this while dont't we? We KNOW that we have been screwed... what can we do about it?

I assume the figure shown is the amount spend on the security system only.

I wonder how much they spend on yearly operation and maintenance. And how much they really spent to operate and maintain.

Man! That's like RM3000 per PC! I bought a darned decent machine in 2004 for RM1760.

Let's just say some kick-ass crony bought those PCs at the price I did and sold them to the at RM2.1 million. That fella just made a RM868,000 doing almost nothing! An instant (almost) millionaire. Though, I am sure at 700 PCs, you can definitely get PCs at much less than RM1760 per PC.

Pak Lah, what say you about this? Can you still remain elegantly silent?

Folks

Two things need to be clarified.

Firstly, the PM must deserve all the security trappings required under present global conflict situation.

Secondly the obscene costs must be questioned and open to public scrutiny and debate.

Having said that, it does not take a rocket scientist to tell you that :

a) No open tenders were called.

b) Closed tenders offered to UMNO cronies.

c)Only UMNO cronies were capable of making such obscene costs.

Reason: UMNO sees Malaysian taxpayers money as rightly belong to UMNO.

And nobody, under threat of being accused as anti-national by the UMNO leadership ,should question this closed tender started under the New Economic Policy.

And lastly, after all, the obscene costs to be funded by taxpayers are to help the UMNO-putras, and that is allowed under current national policy.

So, why should we complain? And we should not complain, because we elected this UMNO-dominated govt.

That is why many non Malays in the West Coast have this unreasonable and untested fear of PAS and the rural kampung folks are so frightful of DAP.

Mainly because they had no recourse to alternative news or that "YOU" and "WE" were well brainwashed by UMNO-owned New Straits Times and the MCA-owned Star,without knowing these two papers are media machines of UMNO and MCA.

I hope you are not terribly surprised!! This has been going on for the best part of the last 15-20years.

Otherwise, how do you account for the instant millionnaires that crop up like instant noodles. And if you make a Who's Who among these sweatless instant millionnaires, they are mostly UMNOputras plus the trickling of MCA-supported instant millionnaires like the son of the former President of MCA who joined the millionnair club even before he hits 30. At that age, you and I are just about to start saving our first decent dollar.

remember TDM mentioned when questioned that the PM's residence in putrajaya cost only RM75million. He misled the public as the total cost of Pm's residence came to hundreds of millions of ringit. The RM75miilion he mentioned was the PM's quarters which is situated at one wing and exclude the rest.
And we still have people who have a soft spot for the old chap.

if you guys compare AAB residence with TG nik aziz in pulau melaka, you will surprise.

Any one can go and see him after solat subuh in the masjid near his house, no prokol at all.

btw, jeff i suggest you try to make an one day interview of TG nik aziz and see how humble and close to rakyat he is
