WiMax riddle

Finally, Maxis has popped out as a contender in the bid for the keenly sought after 2.3GHz spectrum to provide WiMax services that has been cancelleduntil notice.

How about Airzed and Green Packet? Did they submit the WiMax bid papers on time the last round?

Meanwhile, The Star says the onus is on the Minister of Energy, Water and Communications and regulator MCMC to make that right decision. Quote:

Whatever the decision, it should take into consideration companies that collected spectra but did not deliver, companies that made promises but deprived consumers of access, those that practised cherry picking of areas to deploy services, and also those that charged atrociously.

It is learnt that subsequent to the Minister Dr Lim Keng Yaik's abrupt cancellation of the 2.3Ghz spectrum bid, an outside consult is being engaged to conduct a study on “wireless broadband to spectra in the broader context”. The MCMC seems to be looking for a second opinion on the issue.

Right now, MCMC's Zamani Zakariah is busy making sure, and at the paperwork must show, that MyICMS886 is working according to schedule.

i almost forgot about the 3G saga... what i remember: digi did not get the spectrum, instead it was given to a relatively unknown company... and digi was indirectly told to strike a deal with this company to be able to "share" the latter's 3G license.

digi refused to feed the freeloaders, though...

some months later, has the "unknown company" done anything at all with its 3G license???

Green Packet is actually looking into acquiring Mibb Comm (a co which is bidding for Wimax).

It is a jokes. How can a 3G holder like Maxis are allowed to bid on WiMAX? Both of them are competing technology.

SPECTRUM TENDER EXERCISE
Cyberjaya, 16 March 2007 – The Malaysian Communications and Multimedia
Commission (MCMC) today announces that the successful applicants for the
2.3GHz broadband wireless access spectrum tender exercise are as follows:

The evaluation takes into consideration several factors:
o The multiple technology strategy that will be used in expanding broadband
i.e. Fixed line (fiber to the home), Wireless Broadband as well as 3G High
Speed Downlink Packet Access (HSDPA).
o Wireless broadband spectrum on 2.3GHz, 2.5GHz and 3.4 GHz that have
been allocated to last-mile operators (Small and Medium Enterprise
(SME)) in the past few years.
o 2.3GHz similar to 2.5GHz and 3.4 GHz is designated more for small and
medium enterprises.
The 2.3GHz band has traditionally been used for fixed service and service for
point to multipoints. Making this band available to industry or service providers
will allow them to provide broadband services to consumers, with much the
same capability as the 2.4GHz, 2.5GH and 3.4 GHz.
The roll out of 2.3GHz band is to complement the implementation of MyICMS
886 Strategy whereby it is targeted that broadband penetration reaches 75% of
households by 2010. The MCMC hopes that the provision of lines by way of
wireless technology, which is faster and more affordable, would assist in meeting
the targets of the MyICMS 886 Strategy.
The roll out of Wimax service would also support secured and reliable networks
compared to the use of wifi. As consumers are demanding more reliability and

availability, service providers have to use spectrums that can give bandwidth
and speed.
We expect winners to quickly roll out the service to 25% of the population in the
area given to them by the end of this year, with a service provision of at least
1MBps at affordable rates. At the end of third year, it is expected that they will
be able to roll services to at least 40% of the population in the areas given to
them.
It is expected that each of the companies will invest between RM250m –
RM300m in the first three years of implementation of Wimax.

Wimax is an abbreviation of Worldwide Interoperability for Microwave Access by
the WiMAX Forum. It is described as a “standards-based technology enabling
the delivery of last mile wireless broadband access as an alternative to cable and
DSL”. While it allows for triple play (voice, video and internet ) it is expected to
include quad play as well (voice, video, internet and mobility).
Wimax enables deliverables of bandwidth between two points or between a point
to multipoint to consumer. The usage of wimax requires certain bandwith of
spectrum to be allocated to the service provider, in accordance to the channeling
plan approved and published by MCMC.
