Bona fide... but which one?

The Consumers Association of Penang (CAP) wants to know why the Public Complaints Bureau (PCB) refuses to entertain complaints the association forwards to the bureau.
“Of late, the PCB has been telling CAP that it would only take action on matters referred to them directly by members of the public,” said CAP president S.M. Mohamed Idris.
CAP is a foreign-funded NGO for consumerism founded in 1970 whose website is soley in Chinese, while PCB, or Biro Pengaduan Awam, is an agency under the Prime Minister's Office. The public, it goes without saying, it's Joe Public like you and I.
Perhaps, it's time for both parties to redeem the meaning of good faith.

So when a tourist file a complain, PCB can wash their hand? Since tourist are not "public" but "foreigner".

IMHO, CAP can't make a three language version mainkt due to cost.
While the chinese version might be a marketing strategy : perhaps CAP see a growth in mandarin reading reader than Malay and English reading reader.
