IPCMC: Are Police playing games?
The Police are playing games. The IPCMC: Yang Tersurat, Yang Tersirat document is back online.
The only likely target, and the ultimate victim, of the "red-faced, livid" Police Force is none other than their current boss, IGP Mohd Bakri Omar, who has three months left before his final retirement.
Responding to the furore over the Police website publishing the force's threats to the Government if it went ahead with the setting up of the Independent Police Complaints and Misconduct Commission (IPCMC), the IGP apologised, offered a curtain-down and re-pledged the Police's loyalty and allegiance to the Government.
He also said that the Government has the final say in whether the proposed commission is set up. Via The Star yesterday:
A mistake has been committed and remedied. The corporal involved has been transferred to another section and the document removed from our website.
As far as I am concerned, there is nothing much that I can do now. I am so sorry for what has happened. I am personally most grateful to the Prime Minister for his caring attitude towards the force. He has done much and has provided us with much-needed logistics, housing and infrastructure, as well as for the welfare of our men. I really feel very sorry for what has happened.
A Screenshots reader emailed at 05:54hr this morning to alert this blogger that the IPCMC: Yang Tersurat, Yang Tersirat document, despite the IGP having gone public to announce that it has been removed, has on the contrary been re-published on the Police website at

That's the document in which ACP Jamaludin bin Hj Khalid, the president of the Gazetted Senior Police Officers Association, which claims to have about 95,000 members, was quoted as having warned the government that, should the IMCPC be established, the Police will not hide their sentiments by voting for the Opposition during the 2008 General Election. The association also said it would ask for the Opposition's help in furthering the interests of the force in the Parliament.
I have saved the document in PDF immediately to embalm the evidence. There is a date alongside the URL at the bottom of each page of the 11-page PDF. Those who know digital forensic will find out that I actually printed the PDF at 06:29am on June 1, 2006. Download the file and see for yourself.
There is a likely answer to this, and the answer came from Human Rights Commission (Suhakam) vice-chairman Simon Sipaun who gave an interview to theSun yesterday.
Sipaun questioned if it was actually a mistake or whether the police actually wanted the public to know their stand.
"How can they make such a mistake? If they can makes mistakes in things like this, how about other important matters?" he asked.
"It is very hard to believe that it was not meant for the public. However, this is irrelevant as the fact is, it has already comeout in the open."
Seeing is believing. Will someone please alert Simon at Suhakam, please?
Meanwhile, the Abdullah Administration missed an important deadline and dented its public delivery system when the Government failed to institute the IPCMC in the Parliament yesterday -- May 31, 2006 -- as per timeline set by the Royal Commission on Police.

I don't have your PDF printing software so I can't verify, but most likely the timestamp in the PDF (20060601062955+08) is your local PC date/time at the time you printed-to-PDF from your browser, which can be changed.
Also, there is no proof that the printed PDF file wasn't tampered in the first place - for example, by cross-refencing to an MD5 hash that is provably from the source.
Not that I doubt what you say about printing it at that time, but digital forensics will probably tell you it doesn't prove anything...

You just need to click to the URL at http://www.rmp.gov.my/rmp03/laporanIPCMC/tersiratdantersurat.htm to see if the document is still hosted live on the Internet at any one time. TWO: There are two parts to printing PDF, one the created PDF copy, two the machine/PC that created the PDF copy. When both are profiled under digital forensics, the DNA will show.

just quickly - as of about 11am, 1 june, the link is dead again.
i remember that it was on for a long time after it was supposedly taken down, but was off as of yesterday afternoon or so, i believe.
police should take this whole ipcmc thing as a positive opportunity to restore the faith of those who really believe in them..

I'm happy -- the end result is that the Public knows what's at the back of some minds at the PDRM -- can be positive or negative, these revelations; now the Ball is at the Nation's CEO Court; I hope he learns some "kicks" now that World Cup season is nigh. No "nehe, nehe" pls.

Just a thought....
What if the document was PURPOSELY put up on the website to show the AAB govt who is more powerful?
What if the document was PURPOSELY put up to show the public that scream and shout if you want to, but the Police still holds the key to whether or not IPCMC will ever see the daylight.
What if the document was PURPOSELY put up to tell everyone that the Police dont give a shit to what other people wants.
What if the document was PURPOSELY put up to declare once and for all, this is not a SECULAR state nor and ISLAMIC state but a POLICE STATE!
Go figure....

If you're right about their intended target being their top chief (I share that thought too), for further embarassment ahead of his retirement (not to mention outright rebellion), then it'd be dreadful to conclude that the PDRM has the ability and guts to direct their investigations in all police cases towards THEIR "desired" outcome, i.e. towards whom they favour, or against whom they disfavour - who is their "friend".
Firstly, if this was a "mistake" as claimed by IGP, we now have more to fear - that they do, can or WILL make serious mistakes in handling cases affecting civil safety and protection.
Conversely, if it was intentionally pre-planned and was NOT a mistake, we now also have to fear the power of the Police to hold any and all, including the Govt-of-the-day and the Rakyat, to ransom.
Politicians? Well, if I am asked, I'd say they deserved to be screwed by the PDRM however the PDRM does it.
Any which way, damned we all are.

Would be interesting to see if the AAB or the Home Minister find the RMP's actions seditious.

Hmmm does the DiRaja part of PDRM mean they are subordinate to the King?

After a trying day with robbers and police, I decided to write this. I was accosted by a robber who demanded for money. I was a bit slow to respond, which made him think that I wanted to resist, so he thrust his weapon at me.
This incident forced me to set foot into the police station. With the bad memories of the last traumatic experience still in my brain, I was not sure how I would behave at the station.
I decided to be objective and talked to the couple of police officers who attended to me. I asked about their work, their pay, their families, their success rate in crime solving, their frustration, their ambition, their future etc. etc. etc.
I sense the sombre mood. I sense a tinge of bitterness. I sense low morale.
Somehow I like the guys I spoke to. They reminded me of two police officers whom I have forgotten all these years. I remember it was late at night when I drove to the police station to make yet another failed attempt to see the accused who was in the lockup. In disappointment, I decided to leave. As I was walking towards my car, two police officers walked alongside me. They spoke quickly and walked away. They told me something that later proved to be crucial in my family’s response to the case.
The two officers never asked for bribe or benefit. I don’t even know their names. I can’t even remember their faces. Perhaps, after seeing my family at the station day after day after day, they sensed our pain and despair. They made the decision to help us – voluntarily and willingly. Yes, now to think of it, also sincerely.
For what these two officers have done for my family, I’m thinking aloud – what can my family do to help?

Give our Cops a break - is there anyone who does not complain about their work conditions? Let the Cops speak their mind (we claim to be a Democratic Nation don't we?) & we should all move on as a Nation instead of blowing this issue out of proportions. The IPCMC issue & the petrol price hike demo incident have been weaved into an intricate fabric of public contempt for the cops by parties with vested interest. Some components of Barisan Nasional seems to be getting pretty restless & combining forces with The Three Stooges - Keadilan, PAS & the degenerated DAP. And if someone out there 'prays' & wants to know how I got this 'info' - a little permutation & combination of Malaysian political logic will generate the same. CUI BONO?

Respect intelligence and deep thinking, permutation and combination - but just wondering - if workers have an issue against the management, does this make it right for them to threaten to burn the factory down ?
Agree with the weaving part - but some facts stand out too clearly to be ignored - i.e. we are prepared to light the fire, part.
Agree with Jeff - all of us have friends in the force - let's now try to show that we are only looking at the weaknesses of a few, and that there are many that we are proud to associate ourselves with.

As days pass, I am begining to miss our great Tun M. In his days, there is no such thing as insubordination. At least there is somebody in charge. Like what I mentioned in Mr Nice Guy or Not in Control and Er.. who's in charge? now with Mr Nice Guy, everybody is in-charge. How long more can Malaysia carry on like this? Tun may have made some mistakes in his time but at least somebody is in charge and there is no insubordination. The corporal who posted the document should be charged. He should not even be in the Police force. Imagine have policeman like him who will only carry out his duty if he feels like it. Things will just get worse. In the end everybody will stand up against the government and then everybody loose!
