Black Zones: Jalan Tandang, PJ
Petaling Jaya is becoming a city soon. Little 'Little Napoleons' have planted their flags to conquer the wild wild west!
A Little Bird sent this to me:
If you go to Jalan Tandang in PJ, be sure to look out for a man sitting under a big umbrella. No, he's not selling nasi lemak. He is selling parking coupons.

If you do not stop and buy a coupon from him, you risk getting a parking summons (which I did recently).
Let me tell you this: There are no parking ticket dispensers at all on that entire road along Jalan Tandang. And that guy under the umbrella "services" the whole stretch.
Little 'Little Napoleon'!

Interesting. Its the same in Taman Petaling Utama, Jalan Klang Lama(along NPE). Funny how MPPJ coupon sellers start pretty late, while the MPPJ summoners are quite quick to leave summons. I've experienced that myself, getting an RM100 fine on the first day of my new job. And I was actually searching the area to BUY the coupons from 8.30 to 9.30 and I come back to see a nice fine on my windshield. Maybe you could highlight this matter.

Hey! (*tongue-in-cheek*) Great country! Business opportunities aplenty. Low capital, good returns (and non-taxable, if you don't declare)... Just be there "firstest with the mostest"... But then again, I think these guys still have to pay to their "patrons" out there somewhere. Who knows they may even be in coat and ties too (or bow ties)

Mind you, parking is expensive in Wellington city at $4 an hour week day. After 6pm and half day Sat and full day Sun are free. Even so you are only allowed to park max 2 hrs and your tyres will be marked by attendants and fined if you are parked more than 2 hr. If you think our parking is expensive thencome and look at our roads... there are virtually NO POT HOLES, there is ONLY ONE TOLL GATEin the whole country (at Auckland bridge). Our cars are way cheaper, road tax too... yet the Kiwis do not boast they are BOLEH!

Hey Cy Leow is nt telling you the whole story....In NZ got these window leaning guys who waylay you in the middle of the road when you're waiting for the traffic lights to change. A 15 second job and they want money from you. If you don't know how to politely decline then you pay for no good reason la.

Hey, CY, when were you last in Auckland la!...I've been through here since 1988 I think and never saw any toll on the Auckland Harbour or any other bridge....and I stay just over the bridge from the city.

Jagakeretas are a scourge in this country but to the police it's probably a necessary evil to keep unemployed people out of trouble. It's just a theory of mine, otherwise how do you explain the police and the council not clamping down on them when they could easily do so.

This is another reason why we need elections at the municipal level..there's not accountability at all levels of the government..Any issue arises and everybody gives the "tak tau" shrug..
Municipal officer tak tau, police tak tau, councillor tak tau...the rot needs to be arrested at the grassroots level and this is at the municipal and local council level, which is the governmental institute that the mojority of the public is exposed to on a daily basis. This accountability then hopefully works its way up and permeates all other govt' institutions..Pak Lah..u listening???

then how else would you explain the meagre fine imposed upon these menaces. if anything higher for which they cant afford to pay, all hell will break lose and these culprits will start to name names. there is always someone in authority over looking these jaga kereta. start with the local councils. am sure u r bound to find some rather unhealthy bank accounts.

My mistake dear Observer, fellow Kiwi... hmmm.. so there are NO TOLL in NZ at all! Which bring to mind that 6 years ago when I was with The Star and covering a function by Ling L.Sik when he SO PROUDLY claimed that the TOLLS in Malaysia are the LOWEST in Asia! I was gonna asked him how then in NZ, a country which have only 3 plus mil people can afford more road per Km and much much better quality road than Malaysia yet do not collect toll?
Those "way laid" guys, well you can at least tell them to bugger off politely but try NOT paying the jakakereta boys and see what happen to your car!

By the way, those "way laid" guys are trying to make an honest living by doing a window wash for you... so please do not put them in the same league as the jakakereta!

How about the cars parked directly on the major road in front of UH. I'm sure the drivers would like to plead mercy for visiting their sick relatives but what if you ar blocking an ambulance in an emergency. To me, as long as there are cars parked there, it's a sign MPPJ is not working.

Jan and Hinzelmann,
Do the police and the council care about unemployment? Very unlikely, what they are looking for are actually loopholes in the system, making a quick gain from the power each of those bloody bureacrats wield.
And you know whats the irony, these people are voted, elected to power as representatives by us. you and me.

I am no lawyer but I have seen and read a few times in a Malaysian ACT that it is illegal to sell / buy on the road (buyer or seller)
So what the hell are the police doing about this ? Sleeping ? Or taking Multimedia Shots of those in their cells ?
What the hell is the council doing about this? Trying to get the title "City" when they are well operating in a below "Kampung" status?
Or is it ok for them to break the law??
What about Kedaulatan Undang-Undang in our Rukun Negara?
I do believe, the council and police are not well equiped with law and they should be replaced with people who are more capable and who are more aware of the Laws of my beloved (for now if there isn't any changes in the status quo) Malaysia. I am also not surprised to hear from professional engineer friends who submit plans only to be commented by those who are not qualified!
Malaysia is not a Boleh land anymore if these things continue!
