'IPCMC threats' removed from Police website

UPDATED VERSION: The documents that detail Police's rejection of IPCMC, which was highlighted in this blog yesterday, had been removed from the Royal Malaysian Police's website as of last night, reports The NST in a frontpage lead today.

UPDATES: A check by Screenshots at 12:15hr on May 30, after being alerted by a reader, indicated that the documents were still intact on the Police website at http://www.rmp.gov.my/rmp03/edisi_khas_ipcmc.htm.

UPDATES: The documents were found to have been removed as at 11:00pm. Hitting the URL will now lead to Error 404 (File not found).

Inspector-General of Police Mohd Bakri Omar was quoted in The NST as saying this: "I want to know who put it up."

And the chain of command instantly cascaded down to the rank-and-file -- 'red-faced and livid' says The NST -- when it was found out that a report meant for internal circulation had been posted on the Police's official website.

Federal police public relations officer Superintendent Mohamad Daud, who is also the chief editor for Police publications, said it was a misunderstanding between him and the webmaster.

He confirmed that the special publication was for internal circulation and not for the public, The NST says.

"I was under the impression that the webmaster was posting the document as an email to all police personnel.

"But, unfortunately, there was a miscommunication and the document was instead posted on the website. We have never posted any articles in our publication on the website."

The Police PR chief told The NST that the webmaster did not turn up for work yesterday for fear of being reprimanded.

The NST says IGP Mohd Bakri had consented to the publication of the report but made clear that the booklet should only be distributed among police personnel.

However, it was uploaded to the police website several days ago and picked up by the online (Malaysiakini Chinese and English editions) and print media (Oriental daily News).

In the documents, the Police had listed out ten resons why the IPCMC was not needed.

ACP Jamaludin bin Hj Khalid, the president of the gazetted Senior Police Officers Association which claims to have about 95,000 members, was quoted in the Police website as having warned the government that, should the IMCPC be established, the Police will not hide their sentiments by voting for the Opposition during the 2008 General Election.

The association also said it would ask for the Opposition's help in furthering the interests of the force in the Parliament.

Yesterday, members of the civil society cried foul over the latest incident of Police abuse and demanded that the IPCMC be established as soon as possible.

Right, it's not there anymore (heh). But is it professional and even honourable for them to want to publish and distribute the booklet internally?

I vote that we all vote for a mesra, cepat dan betul police force.

By the way, what happened to 'Bersih, Cekap dan Amanah'? Is it still around or did they get rid of it when Dr. M cabutted? I actually like the slogan better. If they are 'cekap', I really don't mind the non-'mesra' part.

So, not only are the police threatening the executive, they admit that they actually wanted to do it the cloak and dagger way? And it's then revealed it came from the very top?

I don't know about the rest of you, but I smell the stench of insubordination, sedition and a hint of treason coming from that _general_ direction...

What difference does removing the documents from the official RMP website make?

Indeed, I am personally glad that the webmaster made the "mistake" if it was really a mistake. [It may also be viewed as more open defiance, another thumbing of noses at the PM and his government.]

Why? Precisiely that - the police seems to be thumbing its nose at the civilain government it is supposed to be subservient to. From the IGP's open refusal [termed insubordination by some] to accept the Cabinet endorsed IPCMC to now, the "supposed to be internal" documents.

And the contents of the "internal" documents smacks of gross defiance, insubordination and dereliction of duty. "Allow the crime rate to rise"?

What if the documents were not published on the website, and such "tersirat" sentiments were allowed to fester and grow within the police force?

From reports available, it appears that the upper echelons of the police force, or at least some of them, may well have been fully aware of the sentiments expressed in the documents. Certainly the webmaster, Superintendent Mohamad Daud, must have been aware.

More importantly, the IGP himself was quoted [by NST] as having "consented to the publication of the report but made clear that the booklet should only be distributed among police personnel".

Which points to his implicit endorsement of the documents ands their contents.

I personally support review of the pay structure and benefits for police force. There is room for improvement; the police deserve better than what they are getting. {And they certainly deserve funding more than the grandiose bridges in Putrajaya for instance!]

And there has been enough grounds for the public call for the IPCMC - from the recent Bloody Sunday to the vanishing drugs evidence kept in police custody to the nude squat, and more.

Insubordination, endorsed by the top police officer in the nation, does not bode well for the Force. Discipline and respect for its civilian masters are key to maintaining a respectable police force.

Any officer, however high ranking, who cannot submuit himself to the rightful authority should resign, or be removed.

What do they mean by "For Internal Circulation" Does that mean the intentionas mentioned does exist and been approved by the top brass? A lot of butts and asses is going to be kicked. The cat is now out of the beg. There will be a lot of defence by the police force now, as the saying goes: Defence is admittance. So, the police force is not that good after all

So the police is playing politics..so why don't they register themselves as political party and contest against the govt of AAB. The way I see it...they are just giving heat and trying to give AAB a hard time.

And if AAB is the "do nothing and say nothing" type..they will only grow bolder.

The fact that they actually harboured such thoughts shows that the Police force won't hesitate to impose their brand of martial law in Malaysia... we should be very afraid!

The Polis is obviously not happy about loosing their 'powers' and want to revolt. They simply cannot be allowed to have their way to play God. They must remember they are merely public servants.

The sheer audacity of the police top brass is unnerving. This is not insubordination but is a threat to mutiny. And for the IGP to approve it for internal posting means he does not oppose it either. What's next? Running battles in the street like in Timor Leste? Martial law? Whats the gov't doing about this?

in msian politics no one can take actions against the other bcos they are each holding each other's shit. There can only be much talk and shedding of hot issues and that's abt it. it is meant to fill the headlines of local dailies and chalk up sales which in return benefit the major shareholders and we know who controls these papers.

I propose to nickname PDRM "SAMSENG" bcoz that is what they are-corrupted and blackmailers.

If AAB thinks that by keeping the vote of 95000 senior police officer and he will be able to maintain the majority of BN in the next election, he better think twice! AAB might end up losing more than 95000 vote if he dont set up IPCMC :)

What if the document was PURPOSELY put up on the website to show the AAB govt who is more powerful?

What if the document was PURPOSELY put up to show the public that scream and shout if you want to, but the Police still holds the key to whether or not IPCMC will ever see the daylight.

What if the document was PURPOSELY put up to tell everyone that the Police dont give a shit to what other people wants.

What if the document was PURPOSELY put up to declare once and for all, this is not a SECULAR state nor and ISLAMIC state but a POLICE STATE!
