When Mahathir was PM in 2003, Malaysia has gone to ITLOS to stop Singapore from land reclamation works either at Pulau Tekong or Tuas. What Singapore did is just exercise their rights in the international law governing ties between 2 sovereign nations and they have the rights to bring the bridge issue to ITLOS if Malaysia insist on building on their own.
Singapore should be pissed off when He decided unilaterally to award the contract to Gerbang Perdana to build the crooked bridge (including CIQ and railway station) in Aug 2003 just before his retirement. Pak Lah is just cleaning the mess that he left and it is the right decision for him to stop the bridge work without Singapore's agreement.

Mr Raymond Lim said: "Singapore does not accept that Malaysia has the right to demolish its side of the Causeway unilaterally and replace it with a half bridge. This position has repeatedly been conveyed in the form of diplomatic channels on numerous occasions. We've taken this position not lightly but after seeking expert legal advice, any major work related to the Causeway on which also are sited the pipelines supplying water to Singapore, will affect both Singapore and Malaysia in a variety of areas of vital importance to both countries."
He also reminded Malaysia to comply with requirements of international law, which Malaysia had applied for in 2003 to stop Singapore from undertaking reclamation works.
Mr Lim said: "Malaysia had applied to the International Tribunal of the Law of the Seas, ITLOS, to stop Singapore from undertaking reclamation works within Singapore's sovereign territory. Malaysia's action were guided by the principle that any major work in the Johor Straits, even if done within the sovereign territory of Singapore could affect Malaysia."
Singapore has formally sought clarification from Malaysia, which has yet to reply. - CNA/ch

So many of his gradiose ideas, many with costs which have been and are still being questioned, have burdened Malaysia, and will continue to do so for generations to come.
Bakun, Putrajaya/Cyberjaya, Sepang F1 circuit, Proton, Perwaja, and more. Then there are the grossly one-sided contracts - toll concessions, IPPs, etc.
And Dr M still wants to protest?

Sarcastic comments continue to spew forth from my fiery ex-PM, I see. It is understandable that he is pissed off. The decision by the cabinet to call off the bridge is akin to a slap in the face of TDM. After all, it is something which he has been fighting tooth and nail with Singapore for. Just when he thought that Malaysia had something, the rug is pulled from beneath his feet. Who wouldn't be miffed?
As usual, Malaysia's plans are awry. The CIQ wasn't gonna be close to the proposed site of our planned crooked, scenic bridge, although I stand to be corrected on this. Why waste all that money building a road linking the CIQ which was far away? Hmmm, some cronies running short of money, I guess.

According to the STAR report dated 4 Aug 2003, The project, which costs RM1.1bil and will consist of a new Customs, Immigration and Quarantine Complex (CIQ), a bridge and a railway station, is now 15% complete.

The Key Question now is who is responsible for the decision to award the contract in the first place to build the bridge unilaterally without Singapore govt's agreement.
How much taxpayers' monies have been wasted ?

Malaysia has set the precedence in 2003 when they bring Singapore govt to ITLOS over the dispute of land reclamation works in Singapore (Tuas and Pulau Tekong). Similar for other bilateral issues such as causeway replacement issue, Malaysia should follow the protocol and get Singapore's consent first to build or bring it to ITLOS for arbitration.
Don't follow Mahathir "Let's do the crooked bridge" and face the consequences and embarassment now to cancel the bridge project.

SINGAPORE-MALAYSIA BRIDGE ISSUE
A shared understanding of the law
By Janadas Devan
Senior Writer
.......
PM Abdullah underlined this fact in explaining why Malaysia will not proceed with plans to demolish its half of the Causeway to build a half-bridge. 'Problems will arise when we have to cut the Causeway, the water pipes and railway track, and connect them to the new bridge,' he said, making it clear there were legal considerations that Malaysia, as a law-abiding state, could not finesse unilaterally.
This is no small matter, and it bodes well for the future. It builds on the manner in which the two countries resolved their dispute over Singapore's land reclamation around Pulau Tekong, by submitting the question to the International Tribunal for Law of the Sea in 2003. And it sets a useful precedent for how they would handle Malaysia's claim to Singapore's Pedra Branca, when the International Court of Justice hears the case in 2007. As time-consuming as such proceedings are, they impose a certain discipline on the contesting parties, and they ensure that the differences between them can be settled in a logical manner, according to the law.
That Malaysia and Singapore will long find such frameworks useful was suggested in Prime Minister Abdullah's explanation for why he felt it necessary 'to stop all negotiations related to the bridge'.

"At that time, it (Singapore) did not even have a position, we were about to start (construction) but I retired. If I did not leave, it would have started two and a half years ago."
Old man is senile.
He forgot that Singapore had never agreed to the bridge without conditions. In fact GCT was quoted by SM Lee as being sentimental over the causeway when the latter met TDM in KL over water matters.

Now, the total cost to taxpayers: RM 1.55 billions and this is another costly mistake by Mahathir regime. This can be done at cheaper cost if the issue is settled first with Singapore govt (bridge or no bridge ?) and then an open and competitive tender is called to build new CIQ to link to causeway or new bridge. It is just not right to award the contract to Gerbang Perdana without a competitive tender process.
Breakdown of cost so far:-
1) RM 1.2 billion for construction of CIQ by Gerbang Perdana.
2) According to PM Abdullah Badawi, Gerbang Perdana will be given compensation of RM100 million to stop the bridge work, as well as other development projects in southern Johor.
(yet to be confirmed, say Samy Vellu)

3) RM250 million new contract to be given to Gerbang Perdana to build an eight-lane road linking both the old and new Customs, Immigration and Quarantine (CIQ) complexes in Johor Baru.

Works Minister Datuk Seri S. Samy Vellu said the Cabinet had decided on Wednesday (19 Apr 2006) to engage Gerbang Perdana to undertake the projects, including to build an eight-lane permanent elevated road connecting the Causeway to the new CIQ complex .
