Twenty-four hours ago, PM Abdullah Ahmad Badawi asked the rakyat to work with him and not to second guess and dispute how the government is going to spend the RM4.4 billion saved from the fuel price subsidy per year.

hmmm, an oil and gas outfit that was involve in some nuclear deal with Libya is now diversifying into buses. God help us, nuclear powered buses.

Why Scomi can fabricate from centrifugal parts for nuclear plants to fabricate buses. And how long have they been doing that or is it an after thought now that over dinner father mentioned he now got RM4.4 billion to spend on public transport? What is the point of all that spent on buses? Buses for whom? The poor guy in Pahang or Kelantan or Kedah who is also paying higher prices for his petrol so that you now got this so called saving of RM4.4 billion to hand it all to Scomi? Bloody mother f.......! Mum couldn't stand the heat?

It's sad that I have to work so hard everyday to earn a meagre salary which is just enough to pay my bills, car loan, house loan, makan for my small family. While others seem to be making millions and now billions overnight...I as a normal rakyat feel betrayed.

JEFF OOI says: The correct perspective is that the Star BizWeek story is just a report from research house TA Research. Nothing is cast in stone. Regretably, neither TA nor Star BizWeek whether Prasarana, a GLC, is required to go through open tender or closed, negotiated tender.

4.4 billion is actually a lot of money. I think you can buy about 8000 busses. There is no need to fabricate parts, just buy the whole bus.

I'm just a little concern that the government has decided to spend 4.4 billion dollars in response to our weekend protests over the fuel price hike, making that decision only about 1 week after the protest. I'm concern that they moved too quickly instead of taking the time to sit on the idea a little longer.

For the record, I am not against the government reducing the fuel subsidy.

Syarikat Prasarana Negara Bhd (SPNB) is a 100% government-owned company which was set up to own the assets of several public transport services in Kuala Lumpur, the capital of Malaysia, under the government's move to restructure the city's public transport system.

SPNB owns the assets of three light rail transit (LRT) lines: Ampang Line, Kelana Jaya Line and Sri Petaling Line. Would it be wrong if Scomi won the contract by giving the best offer with the best track record?

I mean, just because the PM's son owns a chunk oof Scomi, it doesnt mean it cant get any G projects right? What we must push here is transparencies with the decission making process. If it's going to be open tender, give public details, thats my hope!

It's normal for big project to go to "named" companies, but many a time, the awards do not compare to the track record of the company!

FYI, Deals like this are common in our neighbours country! But ofcourse, it's always transparent and the winner always has a clean tyrack record and proven to deliver!

Scomi seem to have a good track record, even before PM became PM :) .... oh..ofcourse the nuclear part that they manufacturd fr the libyan company, I still dont knwo if they knowingly did it!

I really don't understand why you need to spend RM300,000 for the fabrication cost per bus? How much is a new bus worth?

Does anyone remember the time our "beloved leader" said that he told his family to do his business overseas so as not to raise any questions about favouritism?

Gotta go with goks on this one. Furthermore, it's not like the whole RM120m will go into Badawi Jr's pocket. He is merely a substantial shareholder.

I beleive when they say fabrication, the mean fabrication of new bus. Typically new busses are sold only as frames and chassis from the manufacturers like Hino, etc. Coach builders build the body on top of the chassis according to each operators needs. Then you have a body.

I beleive scomi wants to fabricate the metal parts for this body parts, which makes sence.

From my conversation with my bus man during uni days ..yrs ago ...a good new bus (complete built up) can cost between 250K to 500K depending on the type of coach and finishing! Okcourse a Hino bus will cause cheaper then the Merc or Man busses :) . But i think the foreign busses like Man, Iveco etc have better longevity.

I once read that the Intrakota Iveco busses were one of the safest and strongest busses ever built for malaysian roads. It said they have very goof stability, hard to roll over and if at all it rolls over, the beams connecting the lower part of teh bus and roof is very strong and would not cave in as easy as other busses...hence it was more expensive!

Something doesn't jell here.

Except for some military purchases, aren't all tenders to be open, as announced by the PM himself?

Also, if Scomi gets it, they would have to buy equipment whose cost will have to be added into the price - for just how many buses can one make, and if they intend to use the equipment to make buses for export, why didn't the bus makers of Intrakota - which has been in the business for longer, and already have the equipment in place?

Unless Scomi expects to subcontract, in which case where's its valueadd that will ultimately be paid for by the rakyat?

Again, if the bid outcome will be known by end of this month, the funding must have been known before the fuel hike was announced. Does the timing point to collusion?

Two other questions: if buses are going to be part of the integration matter, have they calculated the manpower costs and scheduling issues that persist even with the present fleets, and if they have, won't more frequent but less full buses eat into future cashflows, jeopardizing the very system that is to be built?

And why is the MOTransport, present as well as past, silent on this grand plan?

I don't think th govt.is sincere with regard to the hike of the fuel-prices.Saying that we are saving 4.4 billion ringgits and to improve the public transport for the benefit of the rakyat,huh? My goodness!Look at the public transport overall in Malaysia.Infact,all the states in Malaysia needs to pump in millions and if every state would be divided into the alloted amount,it would take ages for the state to improve the transport system.It is ridiculous to come to say that this 4.4 billion ringgits is to help the public transport system.Only those in the Kampung ppl would believe this childish explaination.

Picture this: Pak Lah's relatives gathering around a campfire, opening up their loot. "One for you, one for me. One for you, one for me...." This will be the King of Slogans' greatest achievement as PM of Malaysia.

Well.... what's the point of being a politician if you or your family members can't benefit from it. Thai PM has already shown how it is done and how there's nothing you (the public) can do about it!

KTM defends 'restricted tender' Scomi job

National railway company Keretapi Tanah Melayu Bhd's (KTMB) awarded a RM47.3 million project for the refurbishment of its wagons to a subsidiary of Scomi Group Bhd through what it says was a 'restricted tender' process.

KTMB corporate communications senior manager Azizah Ujang told malaysiakini today there was there was nothing odd about KTMB not offering the project through the more transparent process of an open tender to Scomi which is majority-owned by Prime Minister Abdullah Ahmad Badawi's son Kamaluddin.

She explained that the railway company decided against an open tender to ensure that the work on the wagons refurbishment could start as soon as possible.

"We chose the restricted tender because we want to expedite the work. The reason why we outsourced the work is because we need to use the wagons [...] because it would take longer period if our workshop works on the coaches alone.

That's why it was not an open tender," she said when contacted.

She said the project was worth RM47,325,000 and was officially sealed
between the two parties on April 12 last year.

When asked on what basis Scomi chosen for the project, Azizah said KTMB was confident on the company's capability to fulfill the required work involving the servicing and maintaining of some 1,500 wagons.

"We trust that the company is able to deal with the work involved. That's
all there is to it."

Fears raised

The explanation from KTMB comes in wake of questions raised over the past
week with regards to large, government contracts awarded to subsidiaries of
the Scomi Group in which Kamaluddin owns controlling stakes.

The prime minister's commitment towards promoting governmental transparency was in the spotlight, particularly when reports emerged that yet another of the company's subsidiary, Scomi Engineering Bhd, was bidding for a project involving the fabrication of body parts for buses for the government-owned Syarikat Prasarana Negara Sdn Bhd (SPNB).

Among those who expressed reservations on the tender-awarding process were
several opposition politicians who urged the premier to come clean on the
RM4.4 billion public transport trust fund and the involvement of Scomi in
several transport-related projects.

To quell public anger over the recent 30 sen increase in petrol prices, the
prime minister had last week announced that subsidy savings up to RM4.4
billion as a result of the price hike would be channelled to the public
transport trust fund for related projects.

Fears, however, were raised by several quarters in that non-transparent
tender awards would jeopardise the chances of the fund being put to optimum
use for the public's benefit.

Come clean on Scomi, Pak Lah urged

Prime Minister Abdullah Ahmad Badawi must come clean on any link between the RM4.4 billion public transport trust fund and the involvement of his son's
company in several transport-related projects, said an opposition politician.

PAS vice-president Husam Musa said he was concerned with recent developments that have raised "an obvious question".

He asked whether Abdullah's son Kamaluddin, who owns a controlling stake in
Scomi Group Bhd, will benefit from the RM4.4 billion savings from fuel subsidies that will be channelled into a trust fund to improve public transport.

He said one news report stated that Scomi had won a RM50 million project to
overhaul and maintain national railway company KTM Bhd.

Another press report revealed that the company's subsidiary, Scomi Engineering Bhd, is eyeing a project involving the fabrication of body parts for buses, for the government-owned Syarikat Prasarana Negara Sdn Bhd (PNSB).

"From the reports, we see clear ties between the premier's decision to reduce the fuel subsidy and decision to invest the savings in the public transportation sector. If we follow this to a logical conclusion, we would see his son benefiting from these decisions," claimed Husam.

He said that Abdullah cannot continue to be silent on such issues because these involve the interests of every Malaysian who is suffering because of the 30-sen fuel price increase following the cutback in the oil subsidy in February.

"Pak Lah owes all of us an explanation. On the surface, it looks like his
son may directly gain from the fuel price hike. He cannot say that he knows nothing about his son's company. If you don't know what your son is doing, how can you manage a state?" asked Husam.

"Further PNSB is 100-percent owned by the government. Surely he knows which companies are bidding for a project. I don't think Pak Lah can claim ignorance. He must be bold and give the nation an explanation about the two projects said to involve Scomi."

Why transportation?

Husam, who is also the Kijang state assemblyman and PAS Kelantan deputy
commissioner, further questioned the premier's decision to allocate the RM4.4 billion savings solely for public transportation.

"Why not other nation-building projects like education and health, which will benefit everyone irrespective of age, race or location? Putting the savings into transport is discriminatory in terms of location.

"How will this help people in remote areas in Sarawak and Kelantan? They don
't have LRT, monorail or Rapid KL (bus service). Some only move around in
sampan (small boats)."

He said the savings must be divided equally among all citizens who are bearing the brunt of the fuel price hike.

If the government is genuinely concerned about improving public transport, he said, it could always get national oil company Petronas to invest directly in PNSB as it was set up to consolidate the assets of several public transport operators.

"Such a directive would not be new. If you can direct Petronas to fund mega-projects like Putrajaya and the Twin Towers, I don't see why it can't be told to do the same for public transportation.

"Why burden the people? The explanations given to date (for reduction of the
fuel subsidy) are unreasonable."

Husam agreed with the vocal protests against the fuel price hike, stating that the government would not have gone into the red even if it had maintained the subsidy.

Referring to the Budget Report for 2006, he said the government's revenue
from petroleum-related activities has steadily increased since 2000. (See

"Last year, it received RM31.12 billion from taxes, excise duties, royalties
and dividends from petroleum-related activities. This would mean that even
if the government spent the RM16.6 billion needed to subsidise petrol price,
it still has RM15 billion to spend - some of which can be chanelled to
transportation," he said.

Back to Square One

Even the projected revenue for this year show that the government will gain
a thumping RM39.92 billion. which is RM8 billion more than last year.

Returning to Scomi's perceived involvement in public transportation
projects, Husam said the situation is similar to those under the
administration of former premier Dr Mahathir Mohamad.

"Pak Lah claimed that he would create reform and bring about changes. But
now it is back to Square One...if not worse. On issues like this, Dr
Mahathir was better as he would have responded to enquiries. Whether we like
his answer or not, is another issue but he would have responded.

"Now we see all these developments but there is not a word from Pak Lah. He
prefers to claim ignorance. If this continues, Pak Lah will no longer have
the moral leadership that he and his people had claimed when they came into
power."

Abdullah had pledged to create a climate for greater transparency and
accountability in administration when he took over as prime minister in
November 2003.
